Job description
About the Role
We are looking for a careful and commercially-minded Quantity Surveyor to join our team, responsible for overseeing all contractual and financial elements of building enhancement and addition & alteration (A&A) projects. Your main role is to secure the financial integrity of our projects by providing expert cost management and contractual guidance from project inception through to the final account settlement. You will play a key role in controlling expenditures, maximizing value, and ensuring compliance with quality and legal standards.
Key Duties
- Develop detailed cost plans and preliminary budget estimates to determine project feasibility.
- Carry out value engineering to optimize costs without compromising on quality or usability.
- Prepare tender and contract documentation, including Bills of Quantities (BQs), specifications, and rate schedules.
- Oversee the tendering process by issuing inquiries, evaluating bids, and recommending contractors.
- Forecast and manage project cash flows effectively.
- Quantify and value ongoing work, complete progress valuations, and certify payments for contractors and subcontractors.
- Handle variation orders and claims with proper documentation and financial adjustments.
- Maintain thorough cost control records and deliver regular financial reports to the Project Manager and client highlighting risks and solutions.
- Administer the construction contract according to terms, offering advice on contractual matters and dispute resolution.
- Coordinate with contractors, consultants, and suppliers to ensure smooth project delivery.
- Prepare and negotiate final accounts with contractors and subcontractors after project completion.
- Help prepare final handover documentation and settle financial responsibilities.
- Collaborate closely with Project Managers, architects, engineers, and site personnel to align project scope and cost expectations.
- Serve as the main contact point for all commercial, financial, and contractual questions.
Qualifications and Experience
- Bachelor’s degree or diploma in Quantity Surveying, Construction Management, Building, or related field from an accredited institution.
- At least 3 years of continuous relevant experience as a Quantity Surveyor, ideally with exposure to A&A works, retrofitting, or building improvement projects in Singapore.
- Membership or registration with the Singapore Institute of Surveyors and Valuers (SISV), especially within the Quantity Surveying Division, is highly valued.
- Strong expertise in standard methods of measurement (SMM), with proficiency in preparing Bills of Quantities, cost plans, and final accounts.
- Knowledge of Singapore’s construction contract forms like PSSCOC and REDAS Design and Build Contracts.
- Competence in MS Office, particularly Excel; experience with specialist QS software like CostX, Glodon, or Buildsoft is advantageous.
- High attention to detail and accuracy in measurements and financial reporting.
- Excellent negotiation and influencing abilities to manage variations and final account settlements.
- Analytical and problem-solving skills for assessing and managing commercial risks effectively.
