Job Overview
This position entails overseeing the execution of ADNOC's project assurance activities for upstream and drilling, maintenance & turnaround (DM&T) projects. The role focuses on ensuring the successful delivery of the Group's strategic capital major projects portfolio in alignment with the Governance, Capital Projects & Technical Control (GCP&TC) function objectives and overall corporate goals.
Key Duties and Responsibilities
- Design, develop, monitor, and guide the implementation of the annual Project Assurance programme across Group Projects & Engineering (GP&E), ensuring compliance by all verticals.
- Gather, analyze, and report on the progress and status of project assurance initiatives.
- Establish and maintain a Group Project Management Consultancy (PMC) Framework and oversee performance monitoring of PMC consultants and key personnel.
- Create a PMC benchmarking system that evaluates the health of PMC Framework, companies, and key personnel quarterly, contributing reporting to the Group CEO and Executive Leadership Team.
- Continuously improve and update the assurance system annually, rolling out enhancements group-wide.
- Support annual project health checks, cost optimization reviews, CESAR reviews, project execution reviews, and contracting strategy reviews as a governance focal point.
- Review and endorse project assurance standards and procedures before deployment across ADNOC group entities.
- Interface with Group Corporate Planning & Technical Control stakeholders to cascade standards and guidelines to upstream business line directors and group companies.
- Provide technical advice and support on PMC frameworks and project execution governance.
- Plan, supervise, and coordinate activities within the assigned area to achieve functional and strategic objectives.
- Train and mentor assigned staff to ensure development of necessary skills and job proficiency.
- Contribute to budget preparation and assist in managing approved budgets and work plans while monitoring financial performance and controlling costs.
- Implement company policies, systems, processes, and standards in line with international best practices to support work program execution.
- Help achieve the approved performance objectives at function and department levels according to company frameworks.
- Innovate by designing and rolling out new tools and techniques to improve operational efficacy and quality.
- Identify internal process improvements benchmarking against industry best practices to formulate intelligent solutions for functional challenges.
- Adhere to all relevant Health, Safety, Environment (HSE), and sustainability regulations and corporate standards.
- Prepare management information system reports and progress updates for company leadership.
Collaboration and Communication
This role requires close collaboration with senior leadership across the Group Project Governance & Performance teams, business line directors, project VPs, various directorates, group companies, shareholders, internal and external stakeholders including vendors, contractors, and third-party service providers both locally and internationally.
Qualifications and Experience
- Bachelor’s degree in Project Management, Engineering, Science, or related discipline.
- At least 10 years of relevant experience in National or International Oil Companies (NOC/IOC) or EPC(M) contractors, including minimum 2 years in a role handling technical discipline challenges as an expert or discipline authority.
- Proven expertise in managing major projects and engineering initiatives.
- Strong knowledge and practical experience in developing and applying PMC frameworks.
