About the Role

This role is responsible for leading the development of robust financial structures by analyzing investment proposals, evaluating financing opportunities, and introducing innovative funding strategies aligned with ADNOC's Financing Strategy and Policy. Regularly monitoring funding needs and providing expert advice to group companies and management are essential components of this position.

The role also entails designing optimal capital structures and facilitating debt raising using various instruments to satisfy ADNOC Group's short and long-term financing demands, while maximizing investment returns. Maintaining ADNOC's credit rating and fostering productive relationships with major financing partners internally and externally are also key responsibilities.

Key Responsibilities

  • Support negotiations in establishing new companies to develop strong financial and financing arrangements.
  • Assess ADNOC and Group investment projects by conducting feasibility studies and reviewing funding requirements.
  • Identify financing options in international markets, including concessionary programs available to ADNOC and its group.
  • Present refinancing and debt restructuring alternatives for ADNOC and affiliated companies.
  • Provide capital structure advisory services to Group Company CFOs.
  • Assist in developing and sustaining ADNOC's credit rating, coordinating annual rating reviews and participating in rating discussions with group companies and SPVs.
  • Maintain relations with rating agencies.
  • Analyze and recommend innovative financing solutions to fund projects.
  • Support investment strategies such as joint ventures, spin-offs, mergers, and acquisitions that align with ADNOC’s financial targets.
  • Monitor capital structure and financing costs across the group to enable effective asset and liability management.
  • Evaluate balance sheets, assess impacts of management plans on financial structures, and propose suitable financing strategies.
  • Develop and utilize economic models for financial analysis and investment assessment.
  • Identify potential Export Credit Agency (ECA) financing opportunities within the CAPEX pipeline.
  • Monitor long-term funding needs and prepare payment commitment schedules for the upcoming five years.
  • Maintain continuous communication with internal and external stakeholders related to Treasury and financing matters.
  • Contribute to the development and execution of the financing strategy for ADNOC and affiliate companies.
  • Assist in appointing financial advisors, including documentation, evaluation, and monitoring of deliverables.
  • Build and sustain relationships with banks, financial institutions, and investors while protecting ADNOC’s corporate identity and managing information disclosure carefully.
  • Work alongside the Vice President of Capital Structure Advisory & Financing concerning long-term financing initiatives with government entities.
  • Manage Know-Your-Customer (KYC) documentation compliance related to financial institution dealings.
  • Structure loans to ADNOC Group companies to support their project financing needs.
  • Act as an observer on audit and finance committees, liaising with relevant parties to ensure timely financial statement preparation.
  • Regularly align group financing requirements by coordinating periodic meetings with Finance & Investment Management.
  • Oversee centralized debt raising for ADNOC Group via bank financing, structured finance, and debt capital markets.

Management Duties

  • Lead personnel and resource management for the section, ensuring efficient achievement of departmental goals aligned with operational plans.
  • Promote employee development, succession planning, and support talent pipeline initiatives, prioritizing Emiratization targets in coordination with Human Capability Group.
  • Contribute input to departmental budget preparation and monitor expenditures closely to ensure cost control.
  • Implement and maintain approved policies, procedures, standards, and internal controls supporting department operations per company and international standards.
  • Apply the company’s Performance Management System to monitor individual and section KPI achievements and progress.
  • Recommend and review organizational structural adjustments to optimize human capital use, integrating sustainability into ongoing work practices.
  • Encourage innovation, enhance staff motivation, and lead change management initiatives for operational improvements.
  • Identify and apply process improvements informed by best practices and ISO standards to address operational challenges.
  • Support cultivation of HSE culture, ensuring compliance with policies, systems, applicable legislation, and adherence to ADNOC's Code of Practices.
  • Facilitate necessary HSE training and induction for team members.
  • Prepare and provide management information system (MIS) reports and progress updates to assist company management in operational oversight.

Communication & Collaboration

  • Liaise internally with Finance Directorate and other directorates regarding finance-related matters.
  • Engage with external stakeholders including banks, financial institutions, external consultants, and debt capital market investors on financing topics.

Qualifications & Experience

  • Bachelor’s degree in Accounting, Business Administration, Finance or a related field.
  • Minimum of 12 years professional experience in financing or accounting roles.
  • Strong command of English; Arabic language skills are an advantage.
  • Familiarity with relevant computer systems.
  • Professional accounting certifications such as CTP, CIMA, CFA, or equivalent are preferred.
