About the Role
Our client, a reputable developer in Singapore, is looking to hire an experienced Cost & Contract Manager to oversee commercial, procurement, and contractual functions for a significant development project. This position involves engagement throughout the complete project lifecycle, including tendering, procurement, construction, cost management, contract administration, and project closure.
Key Responsibilities
- Lead and manage all cost, contract, procurement, and commercial management activities throughout the project's lifecycle.
- Oversee tendering processes, contract evaluations, procurement approaches, and assess commercial risks.
- Handle post-contract operations such as cost monitoring, cash flow forecasting, managing variation orders, Extension of Time claims, Loss & Expense claims, and other contractual claims.
- Maintain oversight of project budgets, generate commercial reports, and ensure projects adhere to approved financial limits.
- Evaluate and negotiate contractor claims, change orders, quotations, and contractual documents.
- Provide guidance to project teams on contract interpretation, managing commercial risks, procurement strategies, and cost efficiency.
- Collaborate closely with consultants, contractors, and other stakeholders to resolve commercial and contractual issues.
- Ensure adherence to contractual commitments, company governance standards, and procurement policies.
Candidate Requirements
- Degree in Quantity Surveying, Construction Management, Building Engineering, or a relevant field.
- At least 10 years of pertinent experience in commercial, cost, or contract management, preferably with managerial roles.
- Proficient in handling both pre-contract (tendering, procurement) and post-contract (cost control, contract administration, claims management) responsibilities.
- Experienced in managing variations, Extensions of Time, Loss & Expense claims, and commercial negotiation processes.
- Strong skills in stakeholder engagement, negotiation, analysis, and communication.
- Background experience with developers, project management consultants, engineering consultancies, or main contractors is advantageous.

- Work schedule: Five working days per week
- Salary: Up to SGD 10,000 monthly plus bonus, with compensation based on experience and qualifications
