Position Overview

We are searching for a seasoned Procurement Quality Control Supervisor specializing in mechanical domain to lead procurement quality efforts across significant engineering and construction ventures. This role ensures that all acquired mechanical components, devices, and vendor-produced products comply with project mandates, global standards, client expectations, and contractual quality criteria prior to onsite delivery.

Key Responsibilities

  • Review procurement documents and purchase orders to ascertain quality prerequisites.
  • Integrate inspection and testing prerequisites within procurement documentation.
  • Assess vendor quality strategies, manufacturing protocols, and quality files.
  • Coordinate procurement quality initiatives alongside project QA/QC and procurement departments.
  • Define vendor inspection and surveillance stipulations.
  • Engage in vendor prequalification and technical assessment processes.
  • Evaluate supplier quality frameworks, manufacturing capabilities, and adherence to project requisites.
  • Conduct audits and evaluations of suppliers' quality systems.
  • Monitor supplier effectiveness and suggest necessary corrective measures.
  • Keep sanctioned vendor quality records updated.
  • Organize and supervise inspections at vendor and manufacturing sites.
  • Oversee material inspections, production methods, and manufacturing operations firsthand.
  • Liaise with third-party inspectors and client representatives to support quality oversight.
  • Track manufacturing progress focusing on quality compliance.
  • Observe and validate Factory Acceptance Testing (FAT) for mechanical equipment and packages.
  • Review test protocols and acceptance benchmarks.
  • Confirm calibration certificates and testing documentation authenticity.
  • Ensure testing adheres to approved procedures and specifications.
  • Endorse FAT reports upon thorough verification.
  • Examine material certificates, inspection documentation, non-destructive testing (NDT) reports, welding records, and manufacturer paperwork.
  • Confirm alignment with specifications and purchase order stipulations.
  • Guarantee traceability throughout manufacturing and delivery processes.
  • Validate preservation, packaging, and shipment criteria compliance.
  • Support recommendations for material release.
  • Manage quality concerns related to procurement and handle Non-Conformance Reports (NCRs).
  • Supervise implementation and follow-up on corrective and preventive actions.
  • Engage in root cause analysis and ensure resolution of quality issues.
  • Ensure compliance with project specifications, client requirements, international codes, and corporate policies.
  • Review Manufacturer Record Books, inspection release notes, material certificates, and quality dossiers.
  • Maintain procurement quality documentation and databases.
  • Coordinate with procurement, engineering, logistics, project units, vendors, clients, consultants, and inspection organizations.
  • Provide support in technical assessments, problem-solving, and risk mitigation efforts.

Experience and Qualifications

  • A minimum of 8 to 10 years’ experience in QA/QC within Oil & Gas, Petrochemical, Industrial, Marine, EPC, Power, or Infrastructure sectors.
  • At least 3 years focused on procurement quality, vendor inspection, manufacturing monitoring, or supplier quality management.
  • Hands-on experience with piping, valves, storage tanks, pressure vessels, rotating and static equipment, structural steel, skid packages, and mechanical systems.
  • Proven ability to coordinate vendor inspections and Factory Acceptance Tests.
  • Willingness to undertake travel for supplier audits, inspections, and factory visits.
  • Diploma or Bachelor’s degree in Engineering, Quality Management, or allied fields.
  • Certification as ISO 9001 Internal or Lead Auditor.
  • Certification in welding inspection such as CSWIP 3.1, AWS-CWI, or equivalent.
  • Industry-recognized certifications including API 510, API 570, API Q1, or similar qualifications.

Skills and Technical Expertise

  • Competence in procurement quality management and supplier quality systems.
  • Familiarity with manufacturing oversight and inspection methodologies.
  • Proficiency in welding inspection and NDT techniques.
  • Understanding of material certification and traceability protocols.
  • Knowledge of industry standards including ASME, ASTM, API, ISO, AWS, NACE/AMPP, MSS, ANSI.
  • Experience using SAP/ERP systems, quality management platforms, and related reporting tools.
