Job description
Role Overview
As the Manager of Statutory Appointments at the Ministry of Health in Wellington, you will take a pivotal leadership position to enhance governance quality, operational capabilities, and public trust within New Zealand's health sector. This role involves managing end-to-end appointment procedures for boards, committees, and other statutory positions to ensure they are executed with utmost rigor, timeliness, and legality. You will collaborate closely with government ministers, the Director-General, and senior executives to sustain and improve the health system’s performance.
Key Responsibilities
- Oversee and administer the complete statutory appointments programme, including managing complex and high-profile appointments.
- Advance the maturity of the appointments function by applying strategic planning, proactive portfolio management, and emphasis on quality and impact.
- Institutionalize risk-aware appointment practices, aligning all processes and documentation with legislative requirements, Cabinet policies, and public service standards.
- Identify and address ministerial and systemic risks by early detection of governance or reputational concerns and providing thorough analyses with possible solutions.
- Conduct quality assurance and oversight over advisory and recommendation processes, mentoring principal and senior advisers handling complex appointments.
- Lead and nurture a high-performing team, promoting leadership excellence and integrating equity and Te Tiriti o Waitangi principles into all appointment activities.
Candidate Profile
- In-depth understanding of Government operational frameworks, risk management, and effective political interface management.
- Experience in statutory appointments, governance, ministerial services, or public-sector assurance roles.
- Strong grasp of governance principles and board capabilities to influence system performance positively.
- Proven ability to deliver high-quality advice and assurance on sensitive or complex matters to senior leaders and Ministers.
- Demonstrated effectiveness in managing through complex, changing environments with resilience and a results-oriented mindset.
- Excellent interpersonal and stakeholder management skills with proven influence capabilities.
Additional Information
- This is a permanent position based in Wellington with 4.8 weeks of annual leave.
- The mid-point annual salary is $167,029, with the final remuneration dependent on professional skills and experience.
