Job description
Overview
The Manager, Assessment & Certification role is a key position within the Singapore Rail Academy (SGRA). This role focuses on developing and executing assessment and certification frameworks specifically tailored for the operations and maintenance workforce within Singapore's rail industry. The incumbent will collaborate extensively with rail operators, regulatory divisions, and experts to ensure assessment standards remain aligned with professional competency frameworks, training standards, and curricula.
Key Responsibilities
- Coordinate with rail operators and relevant divisions to establish and implement assessment and certification structures.
- Develop and periodically review examination papers, practical assessments, and corresponding marking guidelines in partnership with stakeholders.
- Research and integrate innovative pedagogical methods and technologies to enhance assessment effectiveness.
- Oversee quality assurance and moderation procedures related to assessments.
- Engage with higher education institutions, professional bodies, and authorities for joint or external assessments and obtaining certification endorsements when applicable.
- Drive continual refinement of assessment techniques and methodologies.
- Conduct benchmarking activities to align with national and international industry best practices.
- Maintain strong relationships with subject matter experts locally and globally to stay updated on rail engineering standards and advancements, facilitating expert-led training sessions and seminars.
Qualifications and Experience
- Minimum of five years’ relevant experience, ideally in training roles related to rail engineering, operations, or maintenance.
- Solid foundation in engineering principles.
- Extensive knowledge of learning and development theories and practices, including a working understanding of WSQ and Skills Framework (SFw).
- Experience implementing engineering assessments and certification processes.
- ACTA certification and prior experience in a learning and development setting are advantageous.
- Strong analytical, writing, and communication capabilities with an aptitude for devising new initiatives and integrating technology in educational contexts.
- Ability to work collaboratively within teams and handle multiple tasks efficiently in a dynamic environment.
