Overview

Parsons invites a highly skilled professional to lead the development and management of transportation standards, frameworks, and operational procedures for a prominent transportation agency. This role involves shaping the documentation that drives the agency's strategic vision into actionable, clear guidelines supporting internal teams and external partners.

Key Responsibilities

  • Develop and oversee the overall strategy and workplan for creating and maintaining transportation standards, guidelines, and SOPs within the project scope.
  • Coordinate the production of foundational manuals covering areas such as traffic management, signal systems, Traffic Control Center operations, incident response, ITS, congestion and parking, work zones, freight, enforcement, and multimodal operations.
  • Translate strategic policies and technical specifications into clear, practical documents including standards, playbooks, checklists, and templates for various user groups.
  • Implement and manage a structured documentation system comprising hierarchy, version control, naming conventions, and cross-referencing for easy access.
  • Lead sessions to harmonize practices among diverse departments, government agencies, contractors, and service providers, facilitating consensus on standards.
  • Define clear interface protocols between client and external stakeholders, specifying responsibilities, workflows, coordination, and performance measures.
  • Ensure alignment of standards and procedures with international best practices, local regulations, and project requirements, emphasizing safety, sustainability, resilience, and customer experience.
  • Collaborate closely with experts in ITS, traffic engineering, safety, multimodal transport, analytics, and TCC operations to integrate technical demands into cohesive guidelines.
  • Develop detailed SOPs and playbooks for routine operations, special events, maintenance, emergencies, and extreme weather scenarios, highlighting triggers, roles, and communications.
  • Establish a formalized review and update protocol for documentation, including revision triggers, approvals, and controlled change logs to maintain currency.
  • Manage documentation requirements and quality assurance for subcontractors, ensuring consistency with agency standards.
  • Support creation of training materials and knowledge transfer activities to aid adoption and correct application of procedures by staff and partners.
  • Provide expert contributions to project risk and performance documentation concerning documentation activities and criteria.
  • Contribute to periodic reporting by detailing progress, key decisions, risks, and upcoming milestones related to documentation efforts.
  • Champion the adoption of structured, documented processes across all involved organizations, emphasizing the importance of consistency.

Essential Qualifications and Experience

  • Bachelor’s degree in Civil Engineering, Transportation Engineering, Urban or Transport Planning, Systems Engineering, or a related discipline.
  • Between 15 and 20+ years progressively involved with transportation agencies or major transport operators, focusing on developing and managing technical standards, guidelines, procedures, and SOPs.
  • Proven leadership in multidisciplinary teams creating and implementing documentation governing planning, construction, operations, and maintenance of transportation infrastructures.
  • In-depth understanding of effective documentation structures that support internal teams and external contractors across various operational functions.
  • Strong knowledge of traffic management systems, ITS, traffic control centers, and arterial operations, and their reflection in agency documentation.
  • Demonstrated ability to convert complex technical and operational requirements into user-friendly documents with uniform terminology and presentation.
  • Experience administering documentation controls, including version management, approvals, and integration with quality systems.
  • Excellent facilitating and stakeholder management skills, capable of unifying diverse organizational perspectives.
  • Fluent English communication skills, both written and verbal, producing well-structured narrative, diagrams, and process flows.
  • Proven capability to manage multiple projects and documentation streams effectively while maintaining high quality.

Preferred Skills and Attributes

  • Experience working with transportation agencies in the Gulf region or large metropolitan transport authorities in developing operational guidelines and frameworks.
  • Familiarity with international standards and best practices in traffic management, ITS, road safety, and traffic management center operations, and ability to localize them.
  • Experience driving adoption of new standards and procedures through change management, training, and organizational development.
  • Relevant professional certifications such as PE, CEng, PTOE, or PMP are advantageous.
  • Arabic language proficiency is desirable but not mandatory.
