Job description

Job Overview

This position focuses on supporting both pre-award and post-award contract management activities within procurement operations.

Key Responsibilities

  • Assist stakeholders in formulating annual procurement plans while ensuring adherence to established procurement policies and procedures.
  • Contribute to the preparation of Requests for Expression of Interest and Pre-qualification processes, including evaluation of non-priced commercial elements of technical bids and compilation of bidder lists.
  • Support end users in drafting comprehensive scopes of work and gathering relevant documentation and data.
  • Coordinate and participate in pre-tender meetings, facilitate site visits for bidders, prepare award recommendations and Letters of Award, and manage correspondence with bidders during the tendering period with input from end users as necessary.
  • Interpret contractual clauses, handle administrative procedures such as managing bank guarantees, insurance documents, invoices, and maintain thorough contract logs and files that reflect agreed modifications to the invitation to tender packages.
  • Manage contract variations and claims, processing amendments to agreements when required.
  • Assist in concluding all contractual matters efficiently upon contract completion.

Qualifications and Experience

  • A Bachelor’s Degree in Procurement, Quantity Surveying, Business Administration, or related disciplines is required; a Master's degree is advantageous.
  • Proficiency in English is essential; knowledge of Arabic is highly preferred.
  • Between four to six years of relevant experience in procurement contract management is necessary.

  • Experience managing contracts both before and after award phases.
  • Strong familiarity with procurement laws, regulations, and industrial standards.
  • Ability to perceive strategic organizational priorities and maintain a holistic understanding.
  • Excellent negotiation capabilities and skill in maintaining professional relationships.
  • Strong analytical ability combined with thorough research skills.
  • Excellent interpersonal communication skills allowing effective collaboration across organizational levels.
