Role Overview
The Senior Workforce Allocation Officer is tasked with strategizing, organizing, and overseeing the judicious deployment of manpower within a labor camp setting. This role ensures workers are utilized efficiently and deployed promptly while maintaining adherence to labor regulations and company policies to facilitate seamless daily operations.
Key Duties
- Effectively assign workforce resources to satisfy daily operational needs and project demands.
- Create, oversee, and update workforce deployment schedules aligned with project timelines and staffing requirements.
- Monitor resource availability and deployment to guarantee timely presence at designated locations.
- Collaborate closely with Operations and project teams to enable smooth workforce mobilization.
- Analyze workforce metrics, including utilization rates, attendance trends, and staffing patterns, to refine allocation practices.
- Keep detailed records of workforce assignments, transfers, availability, and deployment status.
- Generate frequent reports on manpower distribution, workforce usage, attendance, and staffing forecasts.
- Serve as the main communication bridge between Camp Management and Project Teams regarding workforce needs and priorities.
- Liaise with supervisors daily to understand manpower demands and address allocation challenges.
- Assess worker attendance, productivity, and performance; report issues to relevant management.
- Detect manpower surpluses or deficiencies and propose corrective measures.
- Ensure all allocation activities comply with labor laws, company policies, contracts, and internal protocols.
- Assist in workforce planning and forecasting for upcoming projects and operational needs.
- Maintain open communication channels with supervisors and workers on assignments, schedules, and transfers.
- Support health, safety, and environmental programs and promote awareness.
- Contribute to incident documentation, investigations, and resolutions per company and IMS standards.
- Identify and suggest enhancements to workforce management processes and operational efficiency.
- Perform additional workforce management duties as assigned.
Qualifications and Experience
- Bachelor’s degree or diploma in Human Resources, Business Administration, Operations Management, or related fields.
- Substantial experience in workforce management, manpower allocation, or workforce planning roles.
- Preferred background in labor camps, construction, facility management, or other labor-intensive sectors.
- Proficient understanding of workforce deployment, manpower planning, attendance tracking, and utilization.
- Familiarity with relevant labor regulations, company policies, and workforce management procedures.
- Strong skills in analysis, organization, and problem-solving.
- Advanced proficiency in Microsoft Office suite, notably Excel, and workforce reporting tools.
- Excellent communication and interpersonal capabilities.
- Skillful coordination with management, supervisors, project teams, and diverse workforce populations.
- Ability to operate effectively under pressure and manage various tasks in a fast-moving environment.
- Knowledge of health, safety, and environment requirements and IMS policies viewed as a plus.
