Senior Estimation & Tendering Engineer

About the Role

We are seeking a seasoned Senior Estimation & Tendering Engineer to join our team based in Doha, Qatar. This role demands full accountability for preparing precise cost estimates and managing the entire tendering lifecycle from receiving tenders to submission. The ideal professional will possess deep familiarity with the Qatari construction market and the capability to independently produce comprehensive and competitive tender packages, including both technical and commercial aspects.

Key Responsibilities

• Interpret Invitations to Tender (ITT), review drawings, specifications, BOQs, and contractual documents thoroughly.
• Carry out detailed quantity take-offs to develop accurate project cost estimates.
• Formulate holistic pricing strategies targeting competitive bidding outcomes.
• Compile and prepare full tender submissions, covering technical documentation and commercial proposals.
• Collaborate effectively with engineering, procurement, planning, and commercial teams to gather necessary inputs.
• Identify, solicit, and evaluate supplier and subcontractor quotations for procurement decisions.
• Assess tender-related risks, qualifications, exclusions, and contractual commitments.
• Clarify tender ambiguities and respond promptly to client inquiries.
• Participate actively in site inspections, pre-tender briefings, and technical clarification meetings.
• Ensure all tender documentation is compliant, complete, and submitted within deadlines.
• Maintain and update a comprehensive cost database encompassing materials, labor, equipment, and subcontractors.
• Provide support during post-tender negotiations and facilitate seamless handover of awarded projects to the execution team.

Candidate Requirements

• Bachelor’s degree in Civil Engineering or equivalent field.
• A minimum of 8 to 10 years of relevant experience in estimation and tendering specifically within the Qatar construction sector.
• Demonstrated expertise in managing end-to-end tender submissions autonomously.
• In-depth knowledge of tender regulations and requirements for Ashghal, Qatar Energy, government entities, and private sector projects.
• Proficiency in interpreting BOQs, quantity take-offs, pricing methodologies, procurement processes, and contractual terms.
• Familiarity with FIDIC contract conditions and commercial risk evaluation.
• Advanced skills in Microsoft Excel, AutoCAD, and the Microsoft Office suite.
• Strong analytical thinking, organizational capabilities, and effective communication skills.
• Ability to operate efficiently under pressure and adhere to strict tender submission timelines.
