Role Overview
Powercomm Group invites applications for an experienced Quantity Surveyor to become part of our Commercial team, primarily supporting our Frameworks division. The role demands hands-on expertise in managing commercial aspects and quantity surveying tasks across various project stages—from tendering through to completion and final account settlements. Collaboration with Frameworks, Engineering, Project Management, and Commercial teams is essential, along with regular interaction with clients, suppliers, and subcontractors.
Key Duties
- Deliver quantity surveying and commercial support throughout project lifecycles, including tender preparation and final account management.
- Analyze contracts and track project performance against technical, contractual, and commercial criteria.
- Assist in tender documentation review, including drawings, specifications, and Bills of Quantities (BOQs).
- Accurately prepare and interpret BOQs, applying the appropriate Standard Methods of Measurement.
- Read and interpret technical drawings, quantifying works involving dimensions, volumes, levels, slopes, drainage, and ducting.
- Develop detailed work packages, scopes, and tender documentation for subcontractor issuance.
- Issue Request for Quotations (RFQs) to suppliers and subcontractors and analyze their quotations to advise on commercial comparisons.
- Negotiate contract pricing, terms, delivery schedules, and conditions effectively.
- Administer subcontractor valuations and manage variations and related commercial paperwork.
- Prepare and control interim valuations and payment applications while managing final project accounts.
- Identify and process variations, claims, and commercial entitlements.
- Monitor costs, profitability, cash flow, budgets, and report on commercial performance to senior management.
- Provide budget management, forecasting, and ongoing cost control throughout projects.
- Evaluate rate increases based on contract stipulations and applicable indices such as CPI.
- Foster strong working relationships with clients, suppliers, and subcontractors maintaining a collaborative yet commercially protective stance.
- Oversee procurement activities, identifying cost-saving opportunities and optimizing supplier strategies.
- Assist with contract administration and commercial negotiations, with familiarity in major contract forms like NEC, FIDIC, and JCT beneficial.
- Regularly visit sites to verify project scope and progress, perform measurements, and support valuation accuracy.
- Contribute to the enhancement of supplier and subcontractor databases along with commercial process improvements.
Required Experience and Education
- Bachelor's degree in Quantity Surveying, Construction Economics, Civil Engineering, Construction Management, or related field.
- Minimum five years of post-qualification experience in quantity surveying or a comparable commercial construction role.
- Solid understanding of general construction processes from tender to completion.
- Experience in tendering, cost monitoring, valuations, contract variations, claims, and final account preparation.
- Proficiency in BOQs, measurement techniques, and Standard Methods of Measurement.
- Ability to interpret construction and engineering drawings confidently and conduct precise quantity take-offs and site measurements.
- Experience crafting subcontractor work packages, RFQs, and managing tender inquiries.
- Familiarity with construction contract administration including NEC, FIDIC, and JCT contracts is advantageous.
- Knowledge of construction contract law or related legal training considered beneficial.
- Proven ability to manage subcontractor valuations and execute commercial negotiations efficiently.
- Strong commercial acumen to protect company interests while fostering positive supplier and client relationships.
- Excellent numerical aptitude and analytical capability with meticulous attention to detail.
- Advanced Excel skills capable of producing comprehensive commercial analyses, forecasts, and reports.
- Willingness and capability to work safely and independently on active construction sites.
- Experience in civil engineering, utilities, energy infrastructure, or renewable energy sectors is preferred.
- Knowledge of electrical infrastructure, including substations or HV/MV projects is a plus but not mandatory.
