Project Control Manager

Position Overview

Antal International is partnering with a leading global Project Management Consultancy to recruit a Project Controls Manager based in Riyadh, Saudi Arabia. This role entails providing overarching leadership for the Project Controls function across a large-scale multi-work-package land and infrastructure development program commissioned by a significant government entity.

Reporting directly to the Program Director, the successful candidate will be responsible for setting up and sustaining the comprehensive project controls framework. This includes ensuring seamless integration of elements such as cost, scheduling, progress tracking, risk assessment, commercial performance, forecasting, KPIs, and reporting throughout the program.

Key Responsibilities and Duties

• Lead the establishment and maintenance of program-wide project control systems.
• Integrate cost management, scheduling, progress monitoring, risk and commercial evaluations effectively.
• Develop and monitor KPIs and oversee forecasting and executive-level reporting.
• Collaborate with multiple stakeholders to ensure alignment and transparency across program activities.

Essential Qualifications and Experience

• Possession of a bachelor's degree in engineering, construction management, quantity surveying, project management, cost engineering, or a related field.
• A minimum of 15 years of extensive experience in project or program controls, cost management, infrastructure project delivery, urban development, or major capital projects.
• Professional exposure in PMCM, PMC, EPCM, consultancy, developers, or client organizations.
• Demonstrated experience within Saudi Arabia or Gulf Cooperation Council regions, ideally covering large land and infrastructure development programs.
• Professional chartership or an equivalent recognized professional certification.
• Proficiency in cost control, project planning, progress measurement techniques, forecasting, earned value management (EVM), KPI formulation, risk and commercial integration, change management, and senior-level reporting.
• Hands-on experience with Project Management Information Systems (PMIS), Electronic Document Management Systems (EDMS), digital dashboards, and data analytics software.
• Strong leadership abilities with excellent stakeholder engagement, strategic mindset, analytical thinking, and problem-solving skills.

Additional Information

• Salary range: SAR 38,000 to SAR 45,000 per month plus benefits.
• This position requires fluency in Arabic.
