About the Role
Jeddah Development and Urban Development Company is seeking a Procurement Specialist to join their Contracts and Procurement Management team based in Jeddah, Makkah, Saudi Arabia. This role requires a Saudi national with a bachelor's degree in Business Administration, Supply Chain Management, Procurement, or a related discipline. The candidate must have a minimum of three years of practical experience in contracts and procurement, with a strong understanding of local content requirements and mechanisms.
Key Responsibilities
- Manage the entire procurement cycle from purchase requisition to receipt.
- Participate in preparing and issuing competitions and specifications documentation.
- Receive, analyze, and evaluate technical and financial bids.
- Negotiate with suppliers and oversee the awarding and purchasing processes.
- Qualify and assess suppliers, monitoring their performance continuously.
- Implement and monitor local content requirements and mechanisms within contracts and procurement activities.
- Contribute to calculation and tracking of local content indicators and ratios, preparing regular reports accordingly.
- Coordinate with departments and suppliers to compile and document data and materials related to local content.
- Assist in identifying opportunities to increase local content and strengthen the participation of national products and services in the supply chain.
- Prepare reports and performance indicators related to procurement and suppliers.
Qualifications and Skills
- Saudi citizenship is mandatory.
- Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or a related field.
- At least 3 years of hands-on experience in procurement and contracts management.
- Proven expertise in local content procedures and requirements.
- Experience with tendering procedures, requests for quotations, and analysis/evaluation of technical and financial offers.
- Knowledge of supplier qualification and evaluation, negotiation, and purchasing process management.
- Proficiency in preparing reports and conducting procurement data analysis.
- Excellent communication, negotiation, and organizational skills.
