Procurement Contract Engineer

Primary Responsibilities

• Handle daily procurement operations for infrastructure projects, striving to meet targeted Key Performance Indicators such as Tender Event Schedules while adhering to client goals, policies, and regulatory standards.
• Prepare and manage essential procurement documentation including Tender Event Schedules, Procurement Plans, Pre-Qualification Questionnaires and Evaluation Reports, Tender Plans, and Award Recommendations.
• Oversee vendor management activities, encompassing selection, negotiation, and award of contracts.
• Adopt and apply best practice methodologies and strategies in procurement.
• Identify potential enhancements and innovative opportunities in procurement processes.
• Collaborate effectively with clients, program management teams, and stakeholders to coordinate procurement activities and maintain alignment within the infrastructure program.
• Facilitate vendor registration and engagement with both local and international markets as relevant.
• Maintain accurate procurement records and ensure compliance with client Local Content policies.

Required Qualifications and Expertise

• A graduate degree such as BSc, BA, LLB, or an equivalent qualification is mandatory.
• At least five years of relevant experience in procurement and contract management.
• In-depth familiarity with diverse contract types including lump sum, unit rates/re-measurable, early contractor involvement, and design & build contracts across various infrastructure sectors such as roads, railways, power substations, district cooling, telecoms, water utilities, firefighting, irrigation, drainage, and wastewater treatment.
• Preferred experience includes working with clients, PMCM consultants, or Oil & Gas EPC enterprises, and knowledge of PIF Development Companies' operating frameworks is highly regarded.
• Experience with airport or large-scale infrastructure projects is advantageous.
• Proven capabilities in pre-contract procurement, specifically with design & build contracts.
• Demonstrated stakeholder management skills including effective interaction and coordination with clients and program teams.
• Self-driven work style marked by independent procurement execution, priority management, multitasking ability, meticulous attention to detail, and deadline adherence.

Desired Attributes and Skills

• Ability to autonomously perform daily procurement tasks.
• Comprehensive understanding of procurement functions, industry standards, and regulations.
• Proficient in relevant software and systems such as Microsoft Office Suite, ACONEX, and Oracle.
• Fluent English communication skills, both written and verbal, are essential.
