Role Overview

We are seeking a Human Capital Localization & Capability Development Manager based in Madinah, Kingdom of Saudi Arabia. This role focuses on advancing national Saudization initiatives within the government and public service sectors.

Key Responsibilities

• Develop and lead strategies for human capital localization consistent with Saudi nationalization objectives.
• Drive talent acquisition to establish robust local workforce pipelines.
• Create and implement training, mentorship, and career progression programs.
• Collaborate with business leaders to address skill shortages through customized development plans.
• Manage succession planning, competency frameworks, and employee performance development.
• Provide regular reports on localization performance indicators and capability development to senior management.
• Engage with governmental bodies including HRDF and the Ministry of Human Resources and Social Development.
• Establish and maintain partnerships with universities, training institutions, and professional organizations.

Qualifications and Experience

• Over 10 years of experience in talent acquisition, human resources development, or localization and capability-building initiatives.
• Successful history of implementing Saudization and workforce localization programs.
• Proven skills in conducting training needs analyses and designing capability development programs.
• Experience collaborating with governmental agencies on workforce nationalization.
• Strong stakeholder relationship management and leadership in program execution.
• Undergraduate degree in Human Resources, Business Administration, or a closely related discipline.
• Certification such as CIPD or SHRM is advantageous.
• Proficiency in both Arabic and English is preferred.
• Must be willing to reside in Madinah, Saudi Arabia.
