Overview
The Public Services Department in Ras Al Khaimah is seeking a strategic and seasoned Human Resources Director to lead the HR division within the Support Services Sector. This senior role involves developing HR strategies and policies that align with the organization's goals while ensuring full compliance with legal standards. The HR Director will lead the HR team to foster a workplace characterized by fairness, engagement, and high performance.
Key Responsibilities
- Formulate and execute HR strategies and initiatives consistent with the department's overall corporate plan.
- Design, manage, and refine HR policies and programs that uphold transparency, consistency, and equity.
- Manage all phases of recruitment, from selection to onboarding and talent retention.
- Implement and oversee performance management frameworks and guide managers through staff evaluations.
- Provide advice on employee relations, resolve conflicts, and manage disciplinary actions.
- Supervise compensation, benefits schemes, and employee recognition initiatives.
- Guarantee adherence to employment laws and regulations, including leading internal compliance audits when necessary.
- Ensure the confidentiality and accuracy of employee records aligned with data privacy regulations.
- Develop HR analytics and produce reports to support decision-making by senior leadership.
Qualifications and Experience
- Possess a bachelor's degree in human resources, business administration, or a related discipline.
- Have at least nine years of progressively responsible experience in human resources, preferably in the public sector or governmental settings.
- Hold professional HR certifications like PHR/SPHR or SHRM-CP/SHRM-SCP is considered advantageous.
- Demonstrate deep understanding of employment legislation, HR best practices, and HR information systems.
- Be proficient in English language and competent in Microsoft Office applications.
