Job Overview
The HR and Administration Supervisor is responsible for overseeing and coordinating all human resources and administrative activities within a manufacturing plant. This role ensures adherence to Kenyan labor legislation and statutory payroll requirements while supporting efficient operations in a dynamic production setting.
Key Responsibilities
- Manage accurate monthly payroll processing, including considerations for overtime, shift allowances, attendance, and leave.
- Ensure precise calculation, deduction, and submission of all statutory contributions such as PAYE (progressive rates: 10% on income up to KES 24,000, 25% for KES 24,001–32,333, and 30% for income beyond KES 32,334), NSSF contributions of KES 200 from both employer and employee monthly, SHIF at 2.75% of gross salary (effective 2024 replacing NHIF), and Affordable Housing Levy at 1.5% from both employer and employee.
- Submit required statutory returns via the KRA iTax portal and other relevant regulatory platforms by the 9th of each month.
- Maintain comprehensive payroll documentation and employee records compliant with legal standards.
- Administer termination, redundancy, and disciplinary actions according to the Employment Act, including management of notice periods and severance pay.
- Stay informed on updates to Kenyan labor laws and regulations pertinent to the manufacturing sector.
- Act as the primary contact for resolving employee grievances, disciplinary matters, and workplace conflicts; prepare disciplinary communications such as warning and show cause letters.
- Engage with trade unions and handle related industrial relations issues where applicable.
- Oversee the full recruitment cycle for production and support staff including job advertising, candidate shortlisting, interviews, and final selection.
- Coordinate onboarding, induction, and orientation activities for new employees.
- Maintain accurate systems for employee attendance, leave management, and personnel records.
- Generate HR reports and key performance metrics for management review.
- Support performance management activities such as probation assessments and appraisal processes.
Qualifications and Experience
- Bachelor’s Degree or Diploma in Human Resource Management or a related discipline.
- At least 3 to 5 years of human resources experience, with a minimum of 2 years in a manufacturing or industrial environment.
- Solid and demonstrable understanding of Kenyan labor laws (Employment Act 2007), statutory payroll deductions including PAYE, NSSF, SHIF, and Housing Levy, alongside social welfare policies.
- Experienced in using HRIS and payroll software; proficiency in Microsoft Office applications is mandatory.
- Membership in the Institute of Human Resource Management (IHRM) is an advantage.
- Excellent communication, interpersonal, and problem-solving capabilities.
- Ability to maintain strict confidentiality and function effectively under the pressures of a fast-moving manufacturing setting.
