Job description
Overview
We are seeking a proactive and autonomous HR & Administration Manager to lead the comprehensive human resources functions for a growing organization based in Riyadh, Saudi Arabia. This role demands a self-reliant individual capable of handling the entire spectrum of HR activities without the support of a large team, providing both strategic direction and hands-on management.
Key Responsibilities
- Oversee all recruitment phases, including job description creation, candidate sourcing and screening, conducting interviews, coordinating with management, and facilitating onboarding processes.
- Ensure effective workforce planning by collaborating with management to define staffing needs and role specifications, while maintaining candidate pipelines for recurring vacancies.
- Manage HR operations such as drafting and maintaining employment contracts, employee records, warnings, salary modifications, promotions, attendance tracking, leave management, and employee status changes.
- Coordinate monthly payroll details with the finance department and validate HR-related payroll data.
- Administer new employee onboarding and offboarding, ensuring proper final settlements, clearances, and documentation.
- Navigate and manage government HR platforms like Qiwa, GOSI, and Mudad, ensuring compliance with Saudi Labour Law and internal policies.
- Monitor employment contract renewals, Saudization compliance, and other regulatory benchmarks, updating management on relevant legal changes or HR risks.
- Handle employee relations by addressing complaints, conflicts, and disciplinary cases, conducting investigations, documenting outcomes, and implementing disciplinary actions as required.
- Support performance management by developing and tracking KPIs, conducting probation and periodic reviews, and recommending workforce actions such as development, promotion, or termination.
- Develop and maintain HR policies, procedures, job descriptions, and organizational guidelines, adapting structures as the company expands.
- Enhance HR processes through the adoption of technology and automation to resolve recurring human capital challenges.
- Manage general employee administration including insurance coordination, document handling, issuance of letters and certificates, and ensuring adherence to important HR timelines.
Required Qualifications
- Minimum of 3 to 5 years hands-on HR experience managing diverse HR responsibilities independently.
- Strong expertise in recruitment, candidate evaluation, and comprehensive HR functions beyond a single specialty.
- Practical knowledge of Saudi Labour Law and experience with local government HR portals such as Qiwa, GOSI, and Mudad.
- Proven handling of employee relations, disciplinary issues, contract management, onboarding, offboarding, and performance appraisal processes.
- Fluent in Arabic and proficient in professional English.
- Exceptional organizational, documentation, communication, and follow-up capabilities.
- Comfortable interacting directly with leadership within dynamic startups, SMEs, or fast-paced environments.
Preferred Qualifications
- Experience as the primary or sole HR contact in startups or SMEs, preferably building HR functions from the ground up.
- Familiarity with HR software, automation, and AI-powered HR processes.
- Experienced in recruiting for operational, technical, administrative, and managerial roles.
- Involvement in organizational restructuring and performance optimization initiatives.
- Saudi nationals are preferred candidates.
Ideal Candidate Profile
The ideal professional demonstrates full ownership of the HR domain, competently managing the complete employee lifecycle from recruitment to exit. Able to multitask daily between interviewing, resolving staff issues, compliance updates, preparing disciplinary documentation, assessing attendance, and workforce planning discussions with management. This role suits those eager to cultivate and steer an end-to-end HR function with significant responsibility rather than specializing narrowly.
