Job description
Overview
The Head of Programme (HoP) leads the planning, execution, and innovation of programmes aimed at delivering impactful outcomes for partners and stakeholders. Reporting to the Multi-Country or Country Office Director, this senior leadership role involves overseeing all stages of programme management to meet organizational goals and ensure strategic positioning within sustainable project execution.
Key Responsibilities
- Oversee project portfolios as delegated by the Director, acting as Project Executive on boards.
- Develop and implement programme plans collaboratively, defining objectives, metrics, standards, and expected results to ensure timely and client-focused delivery.
- Supervise the implementation of programmes ensuring alignment with UNOPS goals, legal agreements, budgets, quality standards, and partner expectations.
- Manage the Programme Management Office (PMO) to ensure compliance with governance, policies, and project management best practices.
- Identify risks proactively and implement mitigation strategies within projects and programmes.
- Mentor Project Managers in planning and executing projects utilizing best practices.
- Facilitate timely project tracking, output analysis, and reporting.
- Lead Country Office strategy development, set priorities, and oversee operational risk management for the programme portfolio.
- Support financial sustainability and adherence to organisational strategies, rules, and standards.
- Prepare and review programme documents, business cases, risk assessments, and reports to aid decision making.
- Promote gender mainstreaming initiatives within the office and across relevant projects.
- Assess partner and government needs to identify opportunities for leveraging UNOPS services and competencies.
- Plan and allocate programme resources including human capital and finances in line with organizational ethics and sustainability.
- Recruit, manage, and develop diverse and high-performing teams fostering collaboration and inclusivity.
- Build and nurture strategic partnerships through networking and advocacy to advance UNOPS service delivery.
- Support business development efforts to identify new opportunities and integrate lessons learned from projects.
- Represent the office in inter-agency forums ensuring UNOPS interests are reflected.
- Lead risk management efforts by promoting organizational alignment and ensuring timely escalation of risks and mitigation efforts.
- Stay updated and apply best practices and innovative solutions to enhance programme outcomes.
- Coordinate strategic capacity-building initiatives for personnel, partners, and stakeholders.
Qualifications and Experience
- Bachelor’s degree with 12 years relevant experience, or Master’s degree with 10 years relevant experience.
- Experience in strategic leadership in public affairs, business development, and operations within large corporate or international organizations.
- Experience in multicultural environments or UN system organizations preferred.
- Background in development or humanitarian sectors is an advantage.
- PRINCE2® Foundation/Practitioner certification is a plus.
