Finance Transformation Manager

Role Overview

KPMG Lower Gulf aids government bodies and leading institutions across the GCC to modernize their finance functions. Located in Abu Dhabi, the Finance Transformation Manager will spearhead complex public sector transformation projects. These focus on finance operating models, budgeting, planning, governance, digital finance, shared services, enterprise performance management, and process redesign. The position demands strong consulting and delivery expertise, profound insight into finance transformation in the GCC public sector, and confidence when engaging senior government officials. Proficiency in Arabic and prior public sector experience are essential.

Key Responsibilities

• Lead finance transformation and operating model projects for GCC government and public sector clients.
• Design and implement Target Operating Models (TOMs).
• Perform current-state finance function assessments identifying gaps in processes, governance, technology, and organization.
• Drive transformation initiatives across budgeting, forecasting, FP&A, Record-to-Report, Procure-to-Pay, Order-to-Cash, Shared Services/GBS, financial controls, performance reporting, ERP, and EPM transformation.
• Facilitate workshops and communicate with CFOs, undersecretaries, directors, and other senior government stakeholders.
• Convert business needs into scalable, sustainable operating models and transformation solutions.
• Create transformation roadmaps, implementation plans, business cases, governance frameworks, and senior executive documents.
• Implement finance process optimizations focused on standardization, automation, control improvements, and operational efficiency.
• Support ERP and digital finance transformation with technologies like SAP, Oracle, Microsoft, Workday, Anaplan, OneStream, Power BI, and ServiceNow.
• Manage project delivery tasks including planning, quality control, stakeholder engagement, and team coordination.
• Mentor and manage consultants and senior consultants through project engagements.
• Contribute to business development including proposals, client presentations, positioning, and thought leadership.

Mandatory Qualifications and Requirements

• 8 to 10+ years experience in finance transformation, management consulting, finance operating model redesign, enterprise performance management, or digital finance transformation.
• At least 2 years in managerial roles.
• Experience working with GCC government entities such as ministries, regulators, sovereign entities, or public sector organizations.
• Proven history of delivering large-scale, complex public sector transformation projects.
• In-depth knowledge of public sector governance, budgeting, and finance operating models.
• Experience managing senior-level government stakeholder relationships.
• Leadership aligned with organizational values including coaching, accountability, and teamwork.

Educational Background and Certifications

• Bachelor's degree in finance, accounting, economics, business administration, information systems, or related disciplines.
• Professional certifications including ACCA, CPA, CA, CFA, CIMA, or CMA.
• Advanced degrees such as an MBA or postgraduate qualification are preferred.
• Lean Six Sigma certifications considered beneficial.

Language and Location Requirements

• Fluency in both Arabic and English is mandatory.
• This role is based in Abu Dhabi, UAE.
