Finance Director - SilkLink Program

Overview

This leadership role involves steering the overall financial strategy of the SilkLink initiative, ensuring cohesive financial planning, investment management, capital allocation, financial oversight, and performance evaluation spanning all relevant company divisions and subsidiaries. The position requires upholding rigorous financial governance, optimizing capital use, proactively managing financial risks, and promoting sustainable value growth aligned with company policies and SilkLink program goals.

Core Duties and Responsibilities

• Guide and influence company-wide strategic and managerial decision-making processes alongside key stakeholders.
• Provide financial leadership across SilkLink Finance operations to uphold high performance and effective workflows.
• Establish and manage the program's financial strategy, planning structures, and control frameworks.
• Continuously monitor and direct financial performance and change management efforts within SilkLink Finance.
• Ensure strict adherence to organizational finance policies, governance, audits, and controls.
• Design and maintain an integrated financial governance model consistent with company standards and long-term investment plans.
• Develop and supervise a consolidated financial master plan including budgets, investment timelines, spending milestones, and funding dependencies.
• Determine capital investment needs and corresponding funding strategies in accord with approved budgets and priorities.
• Optimize investment allocations and lifecycle expenses to enhance cost-effectiveness and long-term financial returns.
• Coordinate integrated financial planning and resource distribution across all company functions and subsidiaries participating in SilkLink.
• Serve as the main financial coordination entity for all SilkLink project segments, ensuring clear budget accountability and removing redundant finances.
• Oversee comprehensive financial planning, reporting, controls, and performance metrics across the program.
• Track expenditures relative to budgets, investment plans, and milestones, implementing corrective steps as necessary.
• Identify and manage financial risks, enforcing compliance with control, governance, and audit standards.
• Establish and evaluate financial KPIs, spending performance measures, and assure financial quality.
• Collaborate with finance departments, subsidiaries, auditors, and financial consultants to support sound investment decisions.
• Provide consolidated financial reports, forecasts, risk assessments, and actionable recommendations to management to enhance decision-making and foster value creation.
• Define goals and KPIs for SilkLink Finance team members and ensure performance management adherence.
• Lead workforce planning and recruitment within SilkLink Finance aligned with operational objectives.
• Promote high employee engagement and skills development through continuous feedback and coaching.
• Execute additional job-related responsibilities as directed by supervisors.

Qualifications and Experience

• Minimum 8 years professional experience in finance-related roles.
• Demonstrated background in financial planning, investment management, financial controls, and capital planning, preferably in large-scale technology, telecom, or infrastructure contexts.
• Bachelor's degree in Finance or Accounting required.
• Master’s degree in Finance or Business Administration preferred.
• Professional certifications such as CFA or CMA highly desirable.
• Proficient knowledge of financial planning, budgeting, capital investment, financial modeling, and performance analysis.
• Strong analytical and financial reporting capabilities.
