About the Role
A Saudi-based contracting firm seeks a seasoned Estimation Department Manager to lead its head office activities in Dammam, Saudi Arabia. The role focuses on managing the estimation and tendering processes for construction projects.
Key Responsibilities
- Lead assessments on whether to bid or not and advise management accordingly.
- Evaluate tender documents and distribute approved tenders to the estimation team.
- Supervise quantity take-offs, cost estimations, RFQs, and evaluations of supplier and subcontractor quotations.
- Review commercial and technical bids to ensure submissions are precise, competitive, and meet compliance standards.
- Analyze tender-related risks, overhead expenses, profit margins, and identify value-engineering possibilities.
- Engage in client meetings, site inspections, tender clarifications, and negotiations.
- Conduct post-bid assessments, uphold estimating procedures, update cost information, and share lessons learned.
- Lead, develop, and appraise the Estimation Department team members.
Qualifications and Experience
- Bachelor’s degree in Civil Engineering.
- 12 to 16 years of advancing experience in construction estimating and tendering, with a minimum of 5 years in managerial roles.
- Prior experience working in Saudi Arabia with comprehensive understanding of local labor, material, equipment, and subcontractor markets.
- Extensive construction background with EPC and main contracting companies.
- Proven experience estimating large-scale civil, infrastructure, building, or industrial projects.
- Familiarity with prominent clients such as NEOM, Diriyah, RCRC, Qiddiyah, Royal Commission, Ministry of Transport, and Ministry of Defense is highly advantageous.
- Strong leadership skills combined with commercial insight, negotiation capabilities, and decisive judgment.
- Fluency in both Arabic and English languages is mandatory.
