Job description

Position Overview

The Officer, Data & Evaluation will oversee and lead all Research, Monitoring & Evaluation (RM&E) initiatives at the state level in Jharkhand. This role reports directly to the Senior Lead, Implementation and has secondary reporting to the Senior Lead, Data and Evaluation at the Country Office in Delhi. The position requires frequent travel within the state to conduct monitoring and provide technical support. The Officer will play a vital role in enhancing government-led monitoring systems, facilitating assessments, supporting data gathering and analysis, and advancing the use of data for strategic decision-making. Acting as the primary RM&E liaison at the state, this individual will collaborate closely with program teams, government officials, and the India Country Office RM&E team to ensure high-quality execution of Monitoring & Evaluation processes.

Key Responsibilities

  • Lead the planning, management, and delivery of RM&E activities aligned with program and government priorities at the state level.
  • Collaborate with district teams and government representatives to ensure efficient data collection, validation, and accurate reporting.
  • Offer technical assistance to government partners for enhancing their monitoring and reporting frameworks.
  • Assist in planning and executing government-led assessment initiatives.
  • Help design and implement field research, surveys, and evaluations in partnership with state and country office teams.
  • Conduct regular quality control checks on data and ensure compliance with established protocols.
  • Interpret and synthesize data to produce actionable insights that inform program enhancements.
  • Contribute towards refining government monitoring dashboards, data visualizations, and summary reports.
  • Support capacity building efforts for government and program teams on data gathering, monitoring, quality assurance, and evaluations.
  • Participate actively in review meetings to promote data-driven discussions and informed action plans.
  • Collaborate closely with supervisors to develop detailed reports, briefs, case studies, and presentations for internal stakeholders, donors, and government agencies.
  • Maintain communication with district, national teams, government partners, and technical collaborators to align RM&E strategies.
  • Assist in organizing state-level program planning, donor visits, and strategic discussions backed by relevant data insights.
  • Perform other duties as assigned by management or leadership.
  • Identify critical areas impacting program quality and analyze the connections between monitoring, evaluation, and quality improvement mechanisms.

Qualifications

  • Master's degree in Social Sciences, Education, Public Policy, Development Studies, or related disciplines.
  • At least five years of professional experience in monitoring and evaluation, ideally within the education sector.
  • Experience related to Foundational Literacy and Numeracy (FLN) is an advantage.
  • Proficiency with Microsoft Excel, Power BI, and SurveyCTO technologies.
  • Strong skills in data analysis, coordination, and project management.
  • Willingness and ability to travel frequently for monitoring and technical support engagements.
  • Excellent verbal and writing skills in both English and Hindi.
  • Ability to effectively manage multiple tasks, prioritize responsibilities, and meet deadlines in a dynamic environment.
