About the Employer
Capio Group is a California-based technology consulting company that has supported public-sector organizations since 2010. The firm helps government clients deliver large and complex systems and solutions. As a smaller company with fast growth, it combines strong ideas and talented people to produce high-impact results, while offering compensation and benefits comparable to larger firms along with a flexible work setup and a strong work-life balance.
Role Overview
Capio Group is seeking an experienced Scrum Master to support the delivery of a cloud-based SaaS licensing and compliance platform that will replace several legacy systems with one unified enterprise solution. The assignment covers planning and governance, gathering requirements, shaping user stories, solution design, systems and API integration, data migration, configuration management, testing support, sprint delivery, training, handover, deployment, and post-launch support. The program follows Agile Scrum practices in a phased rollout and includes building and maintaining a secure FedRAMP-compliant cloud solution for licensing, compliance, enforcement, case handling, document management, reporting, payment processing, and integration with internal and external systems. The work also extends to ongoing maintenance and operations, service desk support, enhancements, regulatory changes, security compliance, performance tracking, and operational support to keep the platform available, reliable, and aligned with changing business and legislative needs.
Key Responsibilities
- Lead Agile delivery activities and help the team execute work using Scrum-based methods.
- Run core Agile ceremonies such as sprint planning, daily stand-ups, backlog grooming, sprint reviews, retrospectives, release planning, and team planning sessions.
- Work closely with Product Owners, Business Analysts, and stakeholders to keep the backlog ordered and current.
- Help development teams stay aligned with business priorities, sprint goals, and release objectives.
- Monitor velocity, burn-down trends, capacity, and delivery progress, while identifying and resolving blockers that slow the team down.
- Support coordination across teams and manage interdependencies.
- Encourage Agile values, Scrum discipline, and continuous improvement.
- Confirm that user stories are refined properly and meet acceptance criteria before sprint execution.
- Assist with estimation, sprint commitment management, and predictable delivery.
- Organize stakeholder demos, sprint showcases, and feedback discussions.
- Support release readiness and deployment preparation.
- Review Agile metrics and suggest ways to improve team performance and process quality.
- Help resolve delivery conflicts, priority clashes, and resource limitations.
- Build and sustain a transparent, collaborative, self-directed team culture.
Mandatory Requirements
- A bachelor’s degree in Business Administration, Information Technology, Project Management, or Computer Science is required and cannot be replaced by experience. If the degree is not in English, it must include a NACES evaluation, and a copy of the degree must be provided on request.
- Within the last eight years, at least four years of Scrum Master experience on a large, complex IT project, including Agile ceremonies, daily stand-ups, sprint planning, reviews, and retrospectives.
- Within the last eight years, at least two years of experience maintaining sprint velocity, meeting goals, and fostering a collaborative, self-organizing team environment.
- Within the last eight years, at least two years of experience working with Product Owners, including backlog prioritization and refinement, managing stakeholder expectations, and delivering increments.
- Ability to provide client or end-user reference contact details for each qualifying project if requested during the qualification process, along with signed reference forms when asked. References must come from the company that developed the project and must be from someone in a management or supervisory role.
Preferred Experience
- Between one and three years of experience in the last eight years as a Scrum Master on a Cannabis Licensing and Compliance system for a government agency at the city, county, state, or federal level.
- A Scrum Master certification is preferred, and a copy must be supplied if requested.
Equal Opportunity
Capio Group states that diversity, equity, and inclusion are central to its culture and mission, and that varied perspectives help create better solutions for the communities and public-sector clients it serves.
