Job description

Role overview

The Training & Curriculum Manager oversees the full lifecycle of core skills programmes, including trainer management, curriculum governance, quality assurance, and operational readiness. The position is focused on delivering strong learner outcomes, maintaining high delivery standards, and meeting SkillsFuture Singapore (SSG) compliance expectations. It also supports business expansion by contributing training expertise to new workforce capability areas.

Trainer management and capability development

  • Source, onboard, and oversee associate trainers and subject matter experts.
  • Carry out screening, shortlisting, interviews, and assessment of trainer candidates.
  • Track trainer performance, learner feedback, and effectiveness in the classroom.
  • Create initiatives that strengthen trainer capability and support professional growth plans.
  • Make sure trainers keep the necessary certifications, credentials, and current industry relevance.
  • Maintain updated trainer records, readiness for deployment, and succession planning arrangements.

Curriculum governance and quality assurance

  • Lead curriculum development, localisation, and scheduled review activities.
  • Ensure learning outcomes, learner guides, trainer guides, assessments, and other learning assets meet required quality benchmarks.
  • Improve content continuously using learner feedback, trainer observations, industry movement, and business needs.
  • Support programme alignment to Skills Frameworks, TSCs, CCS, and relevant industry standards.
  • Coordinate curriculum review panels and validation processes.

Programme operations and delivery excellence

  • Ensure programmes run smoothly across classroom, virtual, and blended delivery modes.
  • Monitor course readiness, trainer assignment, and operational resource needs.
  • Resolve delivery issues and put corrective measures in place.
  • Work closely with Operations, Product Development, and Training Enablement teams to maintain service quality.
  • Assist with audits and quality review activities.

Compliance and governance

  • Maintain adherence to SSG, WSQ, and internal governance requirements.
  • Support accreditation activities, course renewals, audits, and related reviews.
  • Keep training and curriculum documentation accurate and complete.
  • Track changes in regulations and recommend suitable actions.
  • Ensure assessment and moderation practices are applied consistently.

Stakeholder and business support

  • Act as the main point of contact for Product Development, trainers, curriculum developers, quality teams, and external partners.
  • Contribute training expertise to business development and proposal efforts.
  • Provide subject matter input to improve programmes and explore market growth opportunities.
  • Develop and maintain relationships with industry partners and agencies.

Requirements

  • A bachelor’s degree in Education, HRD, Adult Learning, Business, or a closely related field.
  • Preferred professional credentials include DACE or DDLP; candidates with ACTA or ACLP may also be considered.
  • Between 5 and 8 years of experience in training, learning and development, adult education, or curriculum management.
  • Experience in CET, WSQ, SkillsFuture, or other funded training settings is an advantage.
  • Prior experience managing trainers, curriculum work, or training operations is required.
