About the Corporate Services Group
The Corporate Services Group partners closely with the EPA's business units to support strategic goals and efficient operations. It comprises five key divisions: Information Management and Technology, People and Capability, Communications and Customer, Finance and Business Services, and Enterprise Projects. Enterprise Projects oversees programme and project governance, ensuring resources are strategically allocated to maximize impact and drive successful results across the organisation.
Role Overview
This fixed-term position of 12 months is primarily based at the Wellington office, with some flexibility for work-from-home; however, full-time remote will be considered only for exceptional candidates. The role involves leading two pivotal initiatives: implementing AI projects and delivering the Hazardous Substances Improvement Programme.
The Programme Manager will develop and manage governance structures, create comprehensive delivery plans, oversee risk and dependency management, and ensure programme outcomes are successfully achieved. The role also includes providing leadership, mentoring, and coaching in project and change management to other project managers. Collaboration with senior leaders, subject matter experts, and stakeholders across EPA is essential to deliver practical, sustainable change in line with organisational priorities.

Candidate Profile
- Extensive experience managing large-scale, complex programmes with proven outcomes.
- Proven expertise in designing, building, and implementing technology solutions.
- Strong competencies in project and programme management including planning, governance, risk mitigation, reporting, and benefits realisation.
- Experienced in leading organisational change initiatives and facilitating smooth transitions to new processes, systems, or work methods.
- Exceptional skills in stakeholder communication, engagement, and influencing, with the ability to build trust among senior leaders and experts.
- A skilled problem solver capable of risk identification and making informed decisions in dynamic environments.
- Ability to manage multiple concurrent workstreams and balance competing priorities effectively while maintaining project momentum.
- Knowledge of programme management frameworks and methodologies, with preferred certifications such as PRINCE2, PMI, or change management qualifications.

Salary
The salary range spans $147,688 to $221,532 annually with a midpoint of $184,610. Appointments are generally made at or below the midpoint depending on candidate experience and skills.
