Role Summary
The Senior Electrical Estimation Engineer is entrusted with accurate evaluation and costing of electrical projects, particularly those involving HV, MV, and LV equipment. This leadership role includes guiding junior engineers, managing supplier and subcontractor negotiations, and ensuring compliance with project and regulatory standards to produce competitive bids.
Key Responsibilities
- Possess a thorough understanding of local standards and regulations such as ADNOC, ADDC, AADC, ADM, DEWA, and SEWA, remaining updated on any changes.
- Analyze tender ITBs, technical documents, drawings, specifications, and project timelines to deeply understand project needs.
- Lead procurement processes by sourcing quotations and proposals from suppliers and subcontractors, including negotiation to optimize costs.
- Provide expert technical input on electrical systems, focusing on substations and overhead line (OHL) works.
- Interpret datasheets, single-line diagrams, specifications, and cable schedules with precision.
- Compile detailed and accurate Bill of Quantities (BOQ) in line with project requirements.
- Develop comprehensive cost sheets covering direct and indirect expenses, as well as temporary facilities, aligning with tender guidelines.
- Prepare cost breakdowns for construction packages aimed at main contractors.
- Meticulously examine contract and commercial terms, recognizing potential risks.
- Perform comparative cost analyses between supplier and subcontractor bids to inform decisions.
- Draft technical and commercial proposals tailored to client specifications and present them professionally.
- Lead supplier negotiations considering both technical merit and commercial benefits to secure advantageous agreements.
- Ensure ISO compliance by managing documentation and maintaining thorough records.
- Maintain an updated and accurate suppliers/manufacturers database.
- Verify material take-offs meticulously to guarantee estimation accuracy.
Qualifications and Experience
- Bachelor's degree in Electrical Engineering or a closely related field.
- Over 8 years of professional experience with at least 5 years in electrical estimation engineering within medium to large scale projects.
- Minimum 5 years of experience working in the UAE or Middle East region.
- Proven adherence to Health, Safety, and Environment (HSE) standards and capability to operate in multidisciplinary teams.
Skills and Expertise
- In-depth knowledge of regional electrical standards including ADNOC, ADDC, AADC, ADM, DEWA, and SEWA.
- Expertise in reviewing tender documents and project specifications.
- Strong technical understanding of HV, MV, and LV electrical equipment and systems.
- Experience with substation and overhead line works.
- Capability to analyze datasheets, single-line diagrams, and cable schedules.
- Proficiency in preparing precise Bills of Quantities and cost sheets.
- Comprehensive grasp of contract and commercial terms in project bids.
- Skill in cost evaluation and preparation of both technical and commercial proposals.
- Effective supplier negotiation focusing on technical and financial aspects.
- Familiarity with ISO documentation and record maintenance requirements.
- Attention to detail in material verification and cost accuracy.
