Role Overview

Qiddiya is a landmark giga-project aligned with Saudi Arabia's Vision 2030, set to become a premier entertainment, cultural, and lifestyle hub. This multibillion-dollar initiative involves extensive development across infrastructure, hospitality, retail, and service industries, necessitating rigorous procurement compliance management.

Key Responsibilities

• Develop and standardize procurement policies and procedures aligned with strategic objectives.
• Establish governance structures for policy approvals, updates, and enforcement.
• Identify inefficiencies and gaps in current processes using data analytics and implement best practices.
• Utilize data-driven insights to recommend and implement innovative process improvements.
• Assess the effect of policy and process modifications on operational compliance and effectiveness.
• Support audit activities to ensure adherence to defined policies and processes.
• Lead the communication and training efforts to promote adoption of standardized policies.
• Work collaboratively with internal departments to maintain compliance and align with organizational goals.
• Partner with Learning & Development to design and deliver focused training programs on policies and processes.
• Cultivate a collaborative and high-performance team environment.

Qualifications

• A minimum of nine years’ experience in policy governance, process management, or related functions, preferably within large-scale sectors such as construction, real estate, or urban development.
• Bachelor’s or Master’s degree in disciplines such as Supply Chain Management, Engineering, Quantity Surveying, Construction Project Management, Business, or related fields.
• Professional certifications such as CIPS, CPSM, or CSCP are advantageous.
• Strong analytical aptitude with capability to discover process shortcomings and devise appropriate solutions.
• Experience collaborating across multiple teams to harmonize diverse objectives with overall organizational strategies.
• Fluency in English is required; proficiency in Arabic is considered highly beneficial.
• Familiarity with Saudi Arabia’s cultural and business environment is preferred, ideally gained via regional work experience.
