Role Summary
We are looking for an accomplished Senior Proposal Engineer / Architect to join our Riyadh-based team. This leadership role involves steering the complete process of developing technical and commercial proposals for significant architectural, construction, and urban design projects. You will critically evaluate complex solicitations such as Requests for Proposals (RFPs), devise winning proposal strategies, collaborate with multidisciplinary engineering teams, and produce impactful, compliant proposal documents.
Key Responsibilities
- Scrutinize and dissect RFPs, Invitations to Tender (ITTs), and related tender documents, highlighting key scope demands, deliverables, evaluation metrics, commercial clauses, and risk factors.
- Lead bid/no-bid decision meetings engaging executive leadership and department heads.
- Create compelling technical narratives, strategy frameworks, and value propositions that align with client objectives and CCG's market strengths.
- Compose, refine, and compile comprehensive technical and financial proposals spanning architectural, structural, MEP, and master planning consultancy efforts.
- Coordinate contributions across design directors, project managers, estimators, and discipline leads to collect methodologies, staffing schedules, organizational charts, and fee structures.
- Develop detailed work methodologies, project execution strategies, and quality assurance plans tailored to each RFP.
- Maintain and update proposal resources including firm profiles, project datasheets, team CVs, case studies, and references to uphold a high-quality proposal library.
- Plan bid submission timetables, manage internal deadlines, and facilitate kick-off and progress meetings to align technical teams.
- Draft and manage technical clarification requests and RFIs during tendering.
- Ensure full compliance with client submission guidelines, legal and administrative requirements.
- Oversee final proposal editing, review, assembly, and submission in both electronic and printed formats.
- Prepare accompanying presentation materials and technical visuals for client meetings, selection processes, and pitches.
Qualifications & Experience
- Holds a Bachelor's degree in Architectural Engineering, Architecture, Civil Engineering, or a relevant discipline from an accredited institution.
- Has accumulated at least eight years of professional tenure in tendering, bid coordination, and proposal formulation within the Architecture, Engineering, and Construction (AEC) sector.
- Possesses direct experience with engineering and architectural consultancy firms.
- Brings a minimum of two years of practical exposure to the Saudi Arabian market, familiar with its procurement norms, government client expectations, and large-scale project standards.
- Exhibits deep domain knowledge across building projects, architectural phases from concept through documentation, master planning, and consultancy scopes.
- Demonstrates bilingual proficiency in Arabic and English, both written and spoken, with exceptional technical writing skills in both languages.
Technical Skills & Competencies
- Skilled in translating complex architectural technicalities into compelling proposal text.
- Advanced user of MS Office suite (Word, Excel, PowerPoint) and Adobe Acrobat; familiarity with Adobe InDesign or other desktop publishing software is a significant plus.
- Knowledgeable about Saudi procurement platforms like Etimad and international contract formats such as FIDIC consultancy agreements.
- Understands project scheduling tools and principles, including MS Project or Primavera P6, to organize proposal timelines effectively.
- Excellent in managing multiple bids under tight schedules without sacrificing accuracy or quality.
