Job description

Role Overview

We are looking for a meticulous and proactive Quantity Surveyor to contribute to ongoing metro power supply system projects based in Singapore. This role requires managing contract administration, cost control, procurement assistance, progress claims, variation orders, and commercial coordination to effectively oversee project costs, contractual obligations, and payment procedures.

Primary Responsibilities

  • Assist with the administration of project-related contracts, subcontracts, and commercial documentation.
  • Review contract details, including scope, specifications, and tender documents for accuracy and completeness.
  • Support preparation and management of subcontract agreements, purchase orders, and commercial correspondence.
  • Identify potential contractual risks and obligations, collaborating closely with project, procurement, finance, and management teams to address commercial matters.
  • Monitor and report on project costs, budget utilization, commitments, and expenditures, preparing cost forecasts and budget tracking reports.
  • Review and analyze supplier and subcontractor quotations and pricing, identifying opportunities for cost savings and supporting cost control initiatives.
  • Prepare and submit monthly progress claims, evaluate subcontractor and supplier claims, and assist in payment certification and recommendations.
  • Manage variation orders through preparation, negotiation, and documentation of additional work based on site instructions and approved drawings.
  • Support tender and procurement activities, including quantity take-offs, cost estimation, preparation of bills of quantities, tender pricing, and procurement evaluation.

Candidate Requirements

  • Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering, Electrical Engineering, or closely related fields.
  • A minimum of 3 to 5 years’ progressive experience in quantity surveying, contract administration, or commercial management within construction, infrastructure, railway, LTA, or mechanical and electrical projects.
  • Preferably experienced in metro, railway, electrical, power supply, or large-scale infrastructure projects.
  • Sound knowledge of contracts, progress claims, variation orders, cost control, and procurement workflows.
  • Ability to interpret drawings, specifications, contract documentation, and bills of quantities effectively.
  • Skilled in quantity take-off, cost estimation, and preparing commercial documentation.
  • Excellent communication, negotiation, coordination, and stakeholder management capabilities.
  • Highly independent, detail-focused, responsible, and capable of operating in demanding fast-paced environments.
  • Proficiency in Microsoft Excel is mandatory; familiarity with AutoCAD, Cubicost, Glodon, CostX, or similar quantity surveying software is advantageous.
  • Open to Singaporean, Work Permit, and Employment Pass candidates.
