Role Overview

Within the Software Engineering Practice known as GTO, this role is central to elevating engineering standards and tools across GovTech. The team reimagines software creation, testing, deployment, and maintenance by providing essential tools like the GovTech Developer CLI, starter kits, and the Developer Handbook. Their goal is to shorten engineers' time-to-production to less than an hour and eventually extend these practices government-wide.

Primary Responsibilities

• Design, develop, and manage tools such as unified command-line interfaces, starter kits, and reusable libraries to enhance engineering workflows.
• Create and maintain foundational libraries and templates using Node.js and Golang, incorporating secure-by-default and production-ready best practices.
• Lead initiatives around continuous integration/deployment pipelines and automation, collaborating with product and platform teams to optimize developer environments.
• Define and promote software engineering standards documented in the Developer Handbook, assisting teams with adoption and onboarding.
• Support infrastructure efforts including containerization, runtime security, developer environments, and observability tooling.
• Engage continuously with the developer community, gathering feedback, identifying pain points, and fostering a culture of engineering excellence.
• Collaborate across various teams to mentor engineers, guide on tooling adoption, and contribute to strategic directions shaping GovTech's software lifecycle.

Candidate Profile

• Proficient backend software engineer with significant experience in Node.js and/or Golang.
• Keen interest in enhancing developer productivity through workflow improvements and tooling that promotes consistency and security.
• Comprehensive understanding of the entire software development lifecycle—coding, testing, CI/CD, infrastructure, containers, monitoring, and operations.
• Strong advocacy for clean, secure, maintainable code coupled with well-grounded engineering principles.
• Excellent communicator and facilitator capable of aligning diverse engineering teams around shared tools and standards.
• Results-driven, actively reducing manual work and improving developer experience through automation.
• Collaborative and humble with comfortable engagement with cross-functional stakeholders including leadership and product managers.
• Supportive of open-source development practices and ownership mentality regarding code maintenance.

Preferred Qualifications

• Experience developing and scaling internal developer enablement platforms or tools.
• Deep understanding of software design, developer ergonomics, and developer experience concepts.
• Platform engineering mindset for addressing large-scale engineering challenges effectively.
• Broad skills across software engineering, CI/CD, DevOps, and container runtimes.
• Adeptness in designing maintainable systems and developer APIs.
• Open-source contributions or active participation in engineering communities.
• Competence in facilitating consensus and promoting best practices across teams.
• Enthusiasm for co-creating team-wide standards and mentoring engineering peers.
