About the Role

This position is located at the Luxembourg headquarters of the European Investment Bank (EIB) and requires frequent presence in the office. EIB offers an international and diverse working environment along with relocation support. The role is within the Group Information Systems Directorate (GIS), Business Technology Solutions Department (BTS), specifically in the Application Engineering & Integration Division (AEI), Bespoke Lending Applications Unit (BLA). This is a permanent full-time role at grade 4, internally benchmarked as Associate Officer IT Applications.

Role Purpose

You will contribute to shaping and delivering custom lending applications that are critical to EIB's core operations. Acting at the crossroads of software engineering, business requirements, and IT architecture, you will design reliable and scalable solutions and oversee external developers to ensure quality outputs that conform to Bank standards.

Unit Focus

The Bespoke Lending Applications Unit develops in-house software systems addressing various organizational needs, including counterparty operations, guarantee call management, mandate management, liquidity and cash management, advisory services, and fixed-income securities issuance and monitoring.

Key Responsibilities

  • Contribute to the formulation of IT technology and infrastructure strategies and policies, especially within own area.
  • Evaluate impacts of architectural changes or additions and advise relevant stakeholders accordingly.
  • Implement and enhance IT processes, standards, controls, methodologies, and monitoring tools to improve the quality of systems and information.
  • Serve as a subject matter expert on technical project components, driving change and defining IT architectures within your expertise.
  • Lead technical aspects and coordinate activities among team members, primarily external staff but including junior internal colleagues.
  • Review and validate technical analyses and solutions from junior staff to ensure alignment with business requirements and IT planning.
  • Mentor and support less experienced team members to improve their competence and unit output quality.
  • Promote adherence to IT policies, procedures, and work instructions across EIB staff.
  • Stay informed of industry developments, participate in conferences, and engage in knowledge sharing and innovation related to your specialist field.

Qualifications & Experience

  • University degree equivalent to a bachelor's, preferably in computer science or a related discipline.
  • Minimum of 3 years of professional IT experience.
  • At least 2 years as a Java developer, including a minimum of 1 year in software architecture design using J2EE or Spring Boot frameworks.
  • Experience with JavaScript development, particularly with React.js library.
  • Knowledge in logical and physical database design, especially with Oracle or other database systems.
  • Familiarity with Kafka, data virtualization, and integration services is a plus.
  • Proficiency with technologies such as Spring Boot, JBoss EAP, Hibernate, REST API design and implementation using JAX-RS or Spring is advantageous.
  • Experience with continuous integration and test automation tools including Azure DevOps, Sonar, Nexus, GitHub, Junit, Selenium, Wiremock, REST Assured is beneficial.
  • Hands-on involvement in the software development lifecycle and managing technical teams.
  • Ability to make sound technical design decisions.
  • Experience in banking, finance, or insurance sectors is favorable.
  • Excellent command of English; knowledge of other EU languages is a benefit.

Additional Information

Although knowledge of French is not mandatory for hiring, proficiency in both English and French is essential for career progression within EIB. Proficiency means achieving level 5 of Inter Institutional language courses (CEFRL B1.2). The Bank provides necessary language training support.
