Role Overview
The Facilities Technician is responsible for executing daily handyman duties and overseeing third-party vendor activities at the ground level within a strictly regulated Good Manufacturing Practice (GMP) pharmaceutical facility. During the handover phase of a newly established site, this role serves as the eyes and ears on-site by actively monitoring, documenting, and reporting snag list concerns to the Assistant Facilities Manager (AFM). Additionally, the technician enforces safety compliance by ensuring that all vendors complete mandatory safety briefings before initiating work.
Primary Duties
- Enforce safety compliance by verifying all incoming vendors and contractors conduct required Toolbox Meetings prior to starting work on-site.
- Manage documentation by ensuring vendor Toolbox sheets are signed by all workers, promptly collected in physical or digital form, and appropriately filed for audits.
- Check permits and safety adherence by confirming all vendors hold valid Permits to Work, follow Safe Work Procedures, and comply with local workplace safety regulations (WSHA/MOM).
- Conduct thorough site inspections during the greenfield handover to identify defects, structural faults, or installation errors.
- Maintain a detailed and accurate snag list tracker capturing issues across manufacturing areas, cleanrooms, and office spaces.
- Report snag list progress and escalate critical matters to the AFM timely to avoid operational disruptions.
- Serve as the primary host and point of contact for external service providers, contractors, and specialized equipment vendors during site visits.
- Supervise vendor performance during preventive or corrective maintenance to ensure quality and cleanliness of work.
- Perform routine handyman repairs such as minor plumbing fixes, basic electrical troubleshooting, patch painting, door hardware adjustments, and floor fixture corrections.
- Carry out daily facility inspections focused on key infrastructure elements including door seals, drain mesh, and general asset conditions.
- Engage actively as a technical responder during facility emergencies or service impacts.
- Maintain GMP compliance in cleanroom environments by rigorously following gowning procedures, tool sanitization, and other operational protocols.
- Ensure housekeeping standards are met by keeping technical areas, tool rooms, and plant floors neat, clean, and audit-ready.
Qualifications and Experience
- Possess 2 to 3 years of practical experience as a handyman or facilities technician, preferably involved in greenfield site handovers or working within GMP pharmaceutical or biopharmaceutical environments.
- Demonstrated mechanical aptitude with capabilities in mechanical, plumbing, and electrical repairs, and the ability to detect asset defects during inspections.
- Strong documentation skills to accurately describe defects and maintain safety paperwork such as Toolbox Talk records.
- Good knowledge of Singapore's Workplace Safety and Health Act (WSHA) and risk assessment procedures.
