Project Description
The current project involves the design, procurement, installation, and commissioning of three new bucket-wheel reclaimers along with their associated structural, mechanical, electrical, and communication services. Additionally, it covers off-board scopes such as bulk earthworks, civil infrastructure, structural works, and electrical upgrades to support safe operation of the reclaimers.
Job Summary
This role entails active involvement in subcontract formation and administration. Responsibilities include leading bid package preparation and review, developing project contract procedures, monitoring subcontract progress, forecasting issues, and ensuring compliance with project requirements. The position requires regular site visits with a preferred 2 weeks on, 1 week off FIFO schedule, though Perth-based candidates with willingness to travel monthly are considered.
Key Responsibilities
- Implement the Project's Supply Chain Assignment Schedule and Standard Work Process Procedures related to subcontract management.
- Oversee assigned subcontracts, continuously reviewing progress and informing management of potential financial or technical challenges.
- Coordinate with operational staff on matters impacting contractual rights, subcontractor performance, and other critical issues.
- Negotiate and manage moderately complex contract modifications with customer personnel to reach settlements.
- Ensure compliance and proper execution of subcontracts.
- Lead negotiations during subcontract commitments.
- Draft and issue subcontracts and service agreements as assigned.
- Prepare bidder lists and pre-qualify candidates.
- Develop and distribute bid request packages to approved bidders.
- Respond to bidder inquiries and coordinate answers.
- Receive and conduct commercial evaluations of bids.
- Prepare Commercial Bid Summaries and propose recommendations.
- Secure approvals according to established policies.
- Prepare contractual documents for execution.
- Organize and conduct meetings (pre-bid, bid clarifications, pre-award) to align Bechtel, customers, and contractors on contractual details.
- After supervisory review, document meeting outcomes, action items, and timelines.
Qualifications and Experience
- Bachelor’s degree or international equivalent with 8–10 years of relevant experience, or 12–14 years of relevant work experience without degree.
- Strong knowledge of contract administration including contract types, terms, and legal requirements.
- Experience handling moderately complex construction industry subcontracts and participating in negotiations.
- Effective oral and written communication skills to coordinate with various project functions.
- Background in law, negotiations, accounting, or cost engineering is advantageous.
- Understanding of project functional groups and company policies, procedures, and practices.
Additional Information
- Relocation authorized nationally on a camp arrangement.
- Full-time work at office/project with telework not applicable.
- Work location primarily Karratha, Western Australia with possible Perth-based arrangement for suitable candidates.
