About the Role

The Permit Issuer / Receiver is charged with managing the daily Permit to Work (PTW) protocol across site and factory settings. This position ensures effective PTW coordination between the Client HSE team and Field Operations, preventing delays, enforcing safety measures, reducing on-site standby time, and ensuring the safe conduct of all activities.

Responsibilities

• Manage the full life cycle of PTW including issuing, verifying, tracking, and formally closing permits.
• Serve as the main liaison between Client HSE representatives and Field Operations to facilitate smooth permit approvals.
• Conduct site inspections prior to work to confirm safety precautions, isolation procedures, and environmental controls are in place before permits are issued or received.
• Oversee active permits to prevent delays, minimize standby times for equipment and personnel, and support uninterrupted workflow.
• Ensure all permit documentation, risk assessments, and job safety analyses meet internal and client HSE standards; keep accurate permit records.
• Participate in toolbox talks and briefings to communicate safe work procedures and permit conditions to field teams before high-risk or specialized tasks.

Key Performance Indicators (KPIs)

• Achieve zero lost time incidents caused by delayed permit issuance or administrative shortcomings.
• Maintain full compliance with Client and Red Sea International HSE requirements.
• Ensure all issued work permits are logged and closed accurately and promptly.

Qualifications

• Experience as a Permit Issuer, Permit Receiver, or HSE Site Coordinator in construction, manufacturing, or field operations settings.
• In-depth knowledge of PTW systems, Job Safety Analysis, hazard recognition, and site safety protocols.
• Possession of valid PTW Issuer/Receiver certification; Client/Aramco or equivalent industry certification preferred.

Required Skills

• Excellent communication, coordination, and site management abilities to resolve operational challenges efficiently.

Preferred Skills

• Experience working in high-risk environments and familiarity with industry safety standards.
