About the Role
Join the Planning & Development team as the Programme Lead for Tolling, a crucial position within NZ Transport Agency's tolling programme. This leadership role coordinates across policy development, planning, programme management, technical advisory, and stakeholder engagement to successfully implement tolling initiatives nationwide.
Key Responsibilities
- Oversee and lead programme management for NZTA's tolling projects, ensuring alignment of priorities, managing dependencies and risks, and facilitating effective delivery.
- Develop and execute tolling proposals and scheme modifications, including drafting authoritative advice and decision papers for governance bodies, Ministers, and Cabinet.
- Collaborate with technical experts and various business groups within NZTA to support data-driven and evidence-based decision-making.
- Establish and maintain strong relationships both internally and externally to promote successful project delivery and stakeholder consensus.
- Drive ongoing improvements in tolling frameworks, processes, systems, and operational methods.
- Work closely with the Time of Use Charging programme to coordinate and integrate related initiatives.
Candidate Profile
The ideal candidate thrives in complex, dynamic environments and excels at uniting diverse teams to achieve objectives. You will bring significant experience in guiding complex programmes, policy formulation, implementation, or advisory roles.
- Demonstrated expertise in managing large-scale programmes with strong stakeholder engagement skills, adept at working across organizational lines to unify varying perspectives.
- Proven ability to provide strategic guidance to senior management, governance boards, or government Ministers.
- Superior written communication skills, particularly in preparing high-quality briefings, detailed reports, and decision-making documents.
- Excellent judgment, an understanding of political dynamics, and skill in balancing competing priorities and risks effectively.
- Background in transport, infrastructure, regulation, policy, or related fields is advantageous.
About Planning & Development Team
This team plays a vital role in shaping New Zealand’s transport investments from conception through to investment readiness. They focus on producing well-defined, evidence-based projects positioned for effective delivery. The team manages some of NZTA’s most strategically significant initiatives, working collaboratively across the organization to enhance national transport outcomes.
