Program Manager - Airports

Role Overview

The Program Manager for Airports is responsible for overseeing a significant portfolio or cluster of related projects within airport programs. This position ensures the integrated delivery of scope, schedule, budget, quality, and benefits across multiple initiatives under the leadership of the Program Director. The role involves managing cross-project planning, coordinating dependencies, and ensuring that all workstreams align to deliver a cohesive and timely program in a 24/7 operational environment.

Key Responsibilities

• Manage and deliver a set of interconnected projects, handling dependencies and integration among them.
• Maintain accountability for the stream’s timeline, financial plan, and resource allocation, closely monitoring progress and critical path activities.
• Oversee coordination among technical, operational, and vendor teams to achieve delivery goals.
• Manage risk, assumptions, issues, and dependencies (RAID) at the stream level; apply change control and escalate to relevant authorities when necessary.
• Ensure adherence to quality standards, safety, security, and compliance; facilitate smooth readiness, transition, and go-live processes.
• Work within established program governance frameworks and standards.
• Control the stream’s budget and forecasting, manage supplier performance, and maintain strong stakeholder relationships including clients and operational teams.
• Lead, mentor, and develop project managers and teams within the program stream.

Skills and Experience

• Proven track record of managing multiple related projects or delivery streams meeting time, cost, and quality targets.
• Strong proficiency in program and project management methodologies such as PMI/PMP, PRINCE2, Managing Successful Programmes (MSP), and agile or hybrid approaches.
• Expertise in cross-project planning, budget oversight, risk management, and controlling dependencies.
• Demonstrated leadership capability managing diverse, multi-disciplinary, and multi-vendor teams.
• Excellent communication abilities and strong skills in stakeholder engagement and management.

Preferred Qualifications

• Experience in aviation, airports, or other critical 24/7 infrastructure sectors.
• Familiarity with airport-specific program activities including terminal openings and Operational Readiness and Airport Transfer (ORAT/transition).
• Knowledge of MSI (Multiple System Integrator) delivery models.
• Certifications such as PMP, PRINCE2, MSP, or SAFe are advantageous.

Educational Requirements

• A degree in Business, Engineering, Information Systems, or related fields, or equivalent professional experience.
• Program or project management certification strongly preferred (PMP, PRINCE2, MSP, or equivalent).
