Role Overview

Within GovTech's CIO Office, the Hiring to Productivity workstream covers the entire workforce lifecycle—from manpower planning through recruitment and onboarding to productivity—ensuring streamlined processes with strong security and data controls. This role involves owning a significant product area in this journey, such as systems supporting manpower planning, recruitment, workforce records, onboarding, equipment provisioning, or related workforce services (e.g., Manpower Nexus, Greenhouse, T-rex, Equip, Punchcard).

As a Product Manager II, you will independently lead product discovery, development, launch, and iteration by collaborating with users, business owners, engineers, designers, and product operations to deliver meaningful improvements aligned with the broader Hiring to Productivity strategy.

Key Responsibilities

  • Take full ownership of a designated product or feature area across all stages from research to continuous enhancement.
  • Set clear user and organisational objectives, crafting a product strategy and roadmap integrated with workstream goals.
  • Prioritise initiatives based on user impact, evidence, effort, risk, and dependencies rather than demand volume.
  • Conduct user research and data analysis to understand and map workforce journey pain points and inefficiencies.
  • Translate insights into precise problem statements, requirements, and measurable hypotheses, using prototypes and experiments to validate ideas early.
  • Collaborate closely with cross-functional teams to design, build, and implement effective solutions while managing trade-offs related to speed, quality, scope, and complexity.
  • Identify and manage dependencies and risks proactively, escalating when necessary to maintain delivery schedules.
  • Ensure product development fully integrates privacy, cybersecurity, accessibility, and reliability considerations.
  • Coordinate with related product teams to improve end-to-end workflows, strengthen data flows, and minimize redundant efforts.
  • Measure success using defined metrics like time-to-productivity, processing durations, data quality, adoption rates, user satisfaction, and reduced manual tasks.
  • Support change management by assisting communications, training, and adoption activities alongside product operations and business teams.
  • Build trustworthy relationships with stakeholders, communicate decisions transparently, and influence outcomes without formal authority.
  • Contribute to sharing knowledge and fostering a positive team culture.

Candidate Profile

  • Proven experience managing digital products or service segments independently from discovery to iterative delivery.
  • Familiarity with launching new products, upgrading legacy systems, or resolving complex operational challenges is advantageous.
  • Strong analytical mindset with ability to leverage both qualitative and quantitative data for decision-making.
  • Capability to bridge engineering, design, and business perspectives, balancing competing priorities and constraints.
  • Technical understanding of APIs, system integrations, data models, security, and privacy—without needing deep engineering expertise.
  • Excellent communication skills to negotiate diverse stakeholder needs and influence cross-organisational outcomes.
  • Demonstrated ownership and self-drive with ability to proactively address challenges and identify escalation points.
  • Genuine interest in public service and enhancing government workforce systems and experiences.
