Job description

Position Summary

This role involves developmental duties at the GS-07 level, providing analytical, operational, and administrative support to senior specialists, analysts, and team members. Responsibilities include conducting thorough organizational, procedural, and statistical analyses to evaluate and improve methods and procedures used across operational segments. The incumbent will develop or update criteria to assess organizational effectiveness and apply management principles and analytical techniques to guide program development and implementation.

Key Responsibilities

  • Support higher-level analysts by offering program and operational analysis and administrative assistance.
  • Analyze organizational processes and evaluate methods for operational efficiency.
  • Create or modify performance measurement criteria for organizational activities.
  • Apply management and evaluation principles to assess program execution.

Qualifications and Requirements

  • U.S. citizenship is mandatory for eligibility.
  • Full-time commitment is required; tour of duty is full time.
  • Must meet Non-Sensitive security clearance standards.
  • Appointment contingent upon favorable suitability or fitness clearance; unsuccessful background checks will result in removal.
  • Exempt from the Fair Labor Standards Act (FLSA).
  • Males born after December 31, 1959, must be registered or exempt from Selective Service.
  • Recruitment incentives are not authorized for this position.
  • Position is not part of a bargaining unit.
  • Selected candidates must present REAL ID or equivalent identification for secure federal facility access.
  • Subject to a 36-month overseas rotation agreement under Department of Defense regulations.

Experience and Education Criteria

Qualification depends on a combination of education and experience, documented appropriately. One year of specialized experience related to this position is required, with the experience level differing by grade (GS-07 or GS-09). Experience can include paid, unpaid, or volunteer work providing relevant skills and competencies.

  • GS-07 level requires one year of specialized experience equivalent to GS-05 or successful completion of one full academic year of graduate-level education or superior academic achievement.
  • GS-09 level requires one year of specialized experience equivalent to GS-07 or a Master’s degree (or equivalent), or two years of progressively higher-level graduate education, or a law degree related to the position.
  • Specialized experience examples for GS-07: Assisting in the development of guidance, SOPs, training materials based on operational reviews and regulations; providing training on simpler procedures; presenting compiled data for management review.
  • Specialized experience examples for GS-09: Conducting functional reviews to optimize resource allocation; collaborating with officials across functions and agencies; compiling data and tracking expenditures to ensure compliance.

Education Documentation

Applicants using education to qualify must submit transcripts (official or unofficial). Graduate education credit is based on full or part-time study reflecting one academic year as defined by 18 semester or 27 quarter credit hours. Foreign education must be evaluated by an accredited organization and deemed equivalent to U.S. standards.
