Job description
Role Summary
A prominent multispecialty healthcare organisation based in Dubai is looking to appoint a seasoned Human Resources Manager to oversee all HR functions across the company. This position involves architecting and implementing the organization's people strategies while managing the entire employee lifecycle, from workforce planning and recruitment to performance oversight, employee engagement, compensation management, compliance, learning, development, and exits.
The role demands comprehensive knowledge of UAE labour laws and healthcare-specific workforce regulations, including licensing and credentialing processes. The HR Manager will collaborate closely with senior leadership, medical staff including doctors and nurses, allied health professionals, and corporate departments.
Key Responsibilities
- Formulate and execute complete HR strategies, policies, and annual plans aligned with business goals.
- Engage with top management for workforce planning, organizational structuring, budgeting for manpower, and succession and talent management planning.
- Provide insightful HR analytics covering recruitment, attrition, productivity, compensation, employee engagement, and labor costs.
- Foster a professional and performance-oriented, employee-focused workplace culture.
- Manage full-cycle recruitment for clinical and non-clinical roles, including doctors, nurses, allied health, and corporate positions.
- Design manpower forecasts tied to organizational growth and budgets.
- Handle sourcing, partnerships with recruitment agencies, candidate evaluation, compensation negotiations, offer processes, and onboarding procedures.
- Track recruitment timelines to ensure prompt staffing for key healthcare roles.
- Coordinate healthcare professional licensing and certification requirements as needed.
- Supervise comprehensive personnel management activities such as onboarding, confirmation, transfers, promotions, attendance, leave, documentation, and exit formalities.
- Maintain accurate and compliant employee records and HR documentation.
- Implement standardized HR workflows and enforce consistent policy application across departments.
- Oversee HR Management Systems and employee databases, generating timely MIS and management reports.
- Develop and administer performance management frameworks including goal setting, KPIs, review cycles, and appraisals.
- Collaborate with department heads to set clear performance targets and address gaps via improvement plans.
- Link performance assessments to development opportunities, rewards, salary increments, and career progression.
- Govern compensation structures ensuring fairness and market competitiveness; manage payroll inputs and cycles accurately and on time.
- Manage salary revisions, incentives, bonuses, benefits programs, insurance, leave settlements, and end-of-service dues.
- Conduct salary benchmarking and propose competitive compensation schemes.
- Serve as the primary contact for employee relations issues, grievances, and workplace concerns.
- Design and drive employee engagement and retention programs, especially focusing on critical clinical talent retention.
- Conduct engagement surveys and implement resulting action plans.
- Ensure clear, effective communication channels between management and staff.
- Handle disciplinary procedures professionally and confidentially in line with laws and company policies.
- Identify and oversee training and development needs with department leaders, constructing annual learning plans.
- Implement leadership development, succession planning, and career growth initiatives.
- Organize mandatory training and compliance sessions specific to healthcare employees.
- Ensure full compliance with UAE labour laws and related HR policies, keeping abreast of regulatory changes.
- Manage liaison with governmental and regulatory bodies regarding employment and healthcare workforce regulations.
- Support internal and external audits by ensuring thorough HR documentation and compliance.
- Safeguard confidentiality and proper governance of sensitive employee data.
- Collaborate closely with clinical management to assess departmental staffing needs and maintain adequate healthcare workforce levels.
- Manage recruitment, licensing, credentialing, and onboarding procedures for doctors, nurses, and allied health professionals.
- Coordinate healthcare professional licensing renewals and compliance with relevant authorities.
- Monitor employee turnover and workforce availability to guarantee seamless patient care operations.
Candidate Profile
- Degree in Human Resources, Business Administration, Management, or relevant field; MBA or postgraduate HR qualifications preferred.
- 6 to 8+ years progressive HR experience including managerial or leadership roles.
- Previous employment with hospitals, multispecialty clinics, healthcare groups or similar is preferred.
- Strong knowledge of UAE employment laws and HR practices; experience within UAE/GCC is highly beneficial.
- Familiarity with healthcare professional recruitment, licensing, and credentialing in Dubai preferred.
- Proven expertise across talent acquisition, HR operations, employee relations, performance management, compensation, payroll administration, learning and development, and compliance.
- Excellent leadership, stakeholder management, and interpersonal communication skills.
- Ability to engage effectively with senior management as well as clinical teams including doctors and nurses.
- Commercially minded balancing employee needs, regulations, and business goals.
- Strong analytical, problem-solving, and decision-making competencies.
- High standards of integrity, discretion, and confidentiality.
