Job description
About the Role
We are looking for a Health, Safety, Security, Environment, and Quality (HSSEQ) Administrator to oversee the implementation and monitoring of HSSEQ activities for a major energy resources project in Abu Dhabi. The successful candidate will play a key role in ensuring that HSSEQ standards are integrated into the project execution, working closely with contractors and project management teams to achieve safety and quality goals.
Key Responsibilities
- Lead by example to ensure HSSEQ objectives and targets are achieved through active personal involvement.
- Ensure the project is delivered safely, on schedule, within budget, and that the final product meets quality expectations for stakeholders.
- Oversee and guide the implementation of the Project HSSE Management System as part of the overall execution strategy.
- Closely monitor the Engineering, Procurement, and Construction (EPC) contractor to ensure adherence to HSSE goals.
- Provide leadership to Project Management Consultant (PMC) HSSE personnel, EPC contractors, and their teams.
- Promote a strong safety culture, behavior, and engagement across the project.
- Identify, assess, and resolve HSSE issues throughout the EPC phase.
- Coordinate with PMC Construction Engineers across disciplines regarding HSSE-related responsibilities during construction.
- Ensure that HSSE procedures are established, maintained, and effectively implemented by the EPC contractor.
- Advise the PMC team on HSSE matters, collaborating on objectives and strategies.
- Witness and participate in HSSE audits conducted by the EPC contractor.
- Report Non-Conformance Reports (NCRs) and observations to project management and EPC contractor.
- Ensure EPC HSSE personnel possess the necessary qualifications and competencies.
- Oversee the implementation of the Project HSSE Plan linked to the EPC contract.
- Participate in reviewing the Project Execution Plan (PEP) to confirm HSSE requirements are adequately addressed.
- Ensure vendors and subcontractors comply with project HSSE standards as evaluated by the EPC contractor.
- Establish and maintain a system for HSSE record-keeping managed by the EPC contractor.
- Support investigation and resolution of HSSE concerns, providing findings and feedback to project management and stakeholders.
- Monitor HSSE performance of EPC contractor and subcontractors, sharing lessons learned to improve future projects.
Qualifications and Experience
- Bachelor's degree in Safety, Health, Environmental Studies, Engineering, Science, or a related technical field from an accredited institution.
- Proven experience working in the Oil & Gas or Petrochemical industries.
- Experience preparing Health, Safety, Environmental Impact Assessments (HSEIA) and strong familiarity with Quantitative Risk Assessment (QRA) development.
