Job Scope
The role primarily focuses on payroll management and HR compliance, dedicating 60% of effort to precise payroll processing and 40% to HR compliance and benefits administration.
Payroll Responsibilities
- Ensure timely and accurate preparation, processing, and validation of monthly payroll cycles.
- Manage payroll-related transactions including overtime calculation, allowances, CPF contributions, tax deductions, and mandatory statutory submissions.
- Process government-related payroll filings, reimbursements, and claims within specified deadlines.
- Maintain detailed payroll records aligning with company and regulatory standards.
- Perform payroll data reconciliation and address any discrepancies to uphold data integrity.
- Act as the main contact point for employee inquiries concerning payroll, compensation, deductions, and legal contributions.
- Collaborate closely with internal teams to streamline payroll processes and implement improvements.
HR Compliance and Benefits Administration
- Coordinate statutory reporting, internal audit preparations, and liaison with external auditors by supplying necessary documentation.
- Assist in reviewing and updating HR policies to meet employment laws and regulatory requirements.
- Administer annual compliance tasks such as employee declarations, credit screenings, and conflict of interest disclosures.
- Oversee compliance-related activities and maintain thorough records to ensure adherence.
- Support governance initiatives and propose enhancements to compliance controls.
- Manage employee benefits programs including medical insurance, life cover, and long service awards.
- Handle enrollments, modifications, renewals, and terminations related to benefits timely and accurately.
- Serve as the primary contact for employee questions on benefits, policy details, coverage, and eligibility.
- Collaborate with benefit providers, brokers, and stakeholders for issue resolution and service improvements.
- Contribute to benefits renewal processes, employee communications, and educational campaigns.
- Maintain accurate records for all benefits ensuring compliance with policies.
Process Improvement and Projects
- Develop and implement standard operating procedures to boost operational efficiency and enhance employee experience.
- Participate in HR projects involving benefits transformation, process optimization, system implementations, digitalization, and automation.
- Engage in continuous improvement initiatives to elevate the quality of HR operations and services.
Experience and Qualifications
- Minimum of three years’ experience in payroll, HR operations, benefits management, and compliance functions.
- Proven competency with end-to-end payroll processing, including statutory submissions and reconciliations.
- Knowledgeable in Singapore’s employment laws including CPF, IRAS, and statutory demands.
- Experience using HRIS and payroll systems; prior involvement in HR projects or enhancements is beneficial.
