Engineer Principal (FIDIC Engineer)

About the Role

Join Parsons Corporation as an Engineer Principal (FIDIC Engineer) in Riyadh, Saudi Arabia, where you will be a key senior representative acting as the Engineer under FIDIC contracts for significant infrastructure and construction projects. This position demands leadership in contract administration, project oversight throughout construction phases, and ensuring projects are delivered safely, within budget, on schedule, and to quality standards. You will oversee contractors, consultants, and manage commercial aspects including claims and payments.

Responsibilities

• Administer contractual duties under FIDIC contracts, including certifications, claims, variations, instructions, and time extensions.
• Provide strategic direction during project delivery stages, including commissioning, handover, and defects liability.
• Supervise project controls, schedule adherence, risk mitigation, and key milestone achievement.
• Lead commercial contract management such as payment certifications, claims assessments, and dispute prevention.
• Promote compliance with Health, Safety, Environment (HSE) and Quality Assurance/Quality Control (QA/QC) standards across all project activities.
• Manage relationships with contractors, consultants, and stakeholders to ensure efficient project execution.
• Evaluate project performance and advise on contractual, commercial, scheduling, and risk-related issues.
• Oversee final project closeout, testing, commissioning, handover, and management of defects.

Requirements

• Bachelor's degree in Engineering, Construction Management, Project Management, Architecture, or a related field; Master’s degree preferred.
• Professional qualifications such as Chartered Engineer (CEng), PE, PMP, MRICS, MCIOB, or equivalent.
• At least 20 years of extensive experience in major infrastructure, engineering, or construction project delivery.
• Proven track record as a FIDIC Engineer, Engineer's Representative, Contract Administrator, Project Director, or similar senior-level role.
• Comprehensive knowledge of FIDIC Red, Yellow, and Silver Book contracts, including contract administration, claims management, variations, and payment certification.
• Strong expertise in project controls, commercial management, construction delivery, and managing stakeholder engagement.
• Experience directing contractors, supervision consultants, and multidisciplinary teams.
• Prior project experience in the Middle East is mandatory.
• Experience managing projects through commissioning, handover, and defects liability periods.
• Desirable experience in supporting dispute avoidance and dispute resolution processes under FIDIC contracts.
