Role Overview

The Information Technology Department (ITD) at AIIB functions as the enterprise digital technology authority, managing digital strategy, solutions, AI capabilities, platforms, infrastructure, security, and resilience. The Digital Program Specialist plays a central role in enhancing ITD’s strategic planning, governance, business collaboration, and organizational effectiveness. This role involves strategic program management, governance coordination, and continuous organizational development to improve the Bank's digital assets and deliver business value effectively.

Key Responsibilities

  • Represent ITD in institution-wide initiatives and cross-functional groups.
  • Coordinate ITD's activities in Bank-wide projects to ensure integrated implementation.
  • Engage with multilateral financial institutions and industry forums to facilitate knowledge sharing and benchmarking.
  • Lead strategic initiatives as delegated by IT leadership.
  • Facilitate cross-team collaboration within ITD to implement priorities successfully.
  • Evaluate and promote adoption of industry best practices and innovations to strengthen ITD’s capabilities.
  • Prepare briefing materials, benchmark reports, and recommendations based on external engagements.
  • Monitor implementation progress, identify challenges, and provide practical solutions.
  • Support continuous organizational improvements by analyzing lessons learned and best practices.
  • Engage with business units to understand their strategies, priorities, and operational models.
  • Develop familiarity with business domains to inform executive discussions and strategic initiatives.
  • Collect and analyze feedback on digital capabilities to identify enhancements and address common issues.
  • Collaborate closely with IT delivery teams to ensure alignment with business needs.
  • Create and maintain executive dashboards illustrating IT portfolio status, outcomes, and trends.
  • Analyze data to support executive decision-making related to IT performance and value realization.
  • Enhance portfolio reporting and performance metrics to measure business impact effectively.
  • Develop and improve IT governance frameworks, standards, and planning methodologies.
  • Maintain knowledge resources including templates, playbooks, and governance documents.
  • Plan and oversee departmental initiatives to improve operational effectiveness and knowledge management.
  • Promote knowledge sharing to enhance consistency, learning, and delivery quality in ITD.
  • Drive productivity and collaboration improvements through adoption of digital tools, AI, and automation within ITD.
  • Identify opportunities to streamline internal processes and reduce manual effort.
  • Advocate the adoption of AI-enabled practices and evaluate emerging technologies for ITD enhancement.
  • Conduct research on digital trends, AI, and industry practices to support IT strategic planning.
  • Develop strategic assessments, benchmarking studies, and executive-level reports to guide leadership decisions.

Required Qualifications and Experience

  • At least 8 years in digital strategy, IT governance, enterprise PMO, business analysis, consulting, organizational improvement, or related fields.
  • Bachelor’s degree in information systems, business administration, computer science, organizational development, or equivalent; a Master’s degree is preferred.
  • Experience within consulting firms, international organizations, or financial institutions is advantageous.
  • Proven skills in strategic planning, governance, portfolio and program management, and cross-functional coordination.
  • Competence in preparing executive-level reports, strategic analyses, business cases, and presentations.
  • Demonstrated ability in research, benchmarking, and translating insights into actionable recommendations.
  • Experience with multi-organization collaborations, such as MDBs and IFIs, is desirable.
  • Knowledge or experience using AI tools, digital workplace technologies, and workflow optimization to improve effectiveness is a plus.
  • Familiarity with enterprise IT, AI technologies, business process management, portfolio management, and contemporary software delivery practices.
  • Understanding of Agile, product management, business analysis, BPM, or SDLC methodologies is favorable.
  • Strong strategic thinking, analytical problem-solving, and organizational skills.
  • Ability to influence multidisciplinary teams and manage multiple priorities effectively.
  • Continuous learning mindset with an interest in emerging technologies and industry best practices.
  • Excellent oral and written communication skills in English with ability to present to executives.
