Role Overview
We are looking for an insightful DevOps Engineer to spearhead a comprehensive DevOps transformation within a governmental organization. This role transcends standard engineering tasks, requiring strategic leadership to evaluate existing maturity levels, design a future-focused operating model, and lead a cultural evolution towards DevSecOps principles.
The position involves overseeing the entire transformation lifecycle—from assessing current capabilities to executing a secure, automated DevOps framework—while also mentoring the client’s team to ensure ongoing capability development.
Key Responsibilities
- Perform thorough current state evaluations of DevOps tools, practices, and security posture using industry benchmarks such as DORA metrics.
- Analyze gaps, user issues, and security weaknesses, producing detailed reports including Current State Analysis and Security Maturity Assessment.
- Develop strategic, phased action plans and roadmaps to address identified gaps and advance DevSecOps adoption.
- Design and implement a Target Operating Model (TOM) encompassing policies, governance models, and role definitions for the DevSecOps framework.
- Integrate security best practices early in the development pipeline, developing an Application Security Service Catalog and enforcing compliance.
- Establish strict release governance procedures to ensure adherence to standards with accompanying compliance documentation.
- Lead cultural change initiatives to promote collaboration, automation, and shared responsibility between development and operations teams.
- Provide coaching and mentoring to the client’s teams to foster sustainable capabilities beyond consultancy.
- Develop and deliver tailored training and awareness materials for various roles to support new tool and process adoption.
- Manage hands-on technical tasks such as optimizing secure CI/CD pipelines within Azure DevOps, automating infrastructure deployment using Terraform or ARM templates, and implementing advanced secrets management with Vault.
- Create monitoring and reporting frameworks that ensure visibility into security and operational metrics, enhancing performance and reducing downtime.
Required Qualifications
- Proven experience leading DevOps maturity assessments (e.g., using DORA metrics) and crafting Target Operating Models for enterprise or government sectors.
- Expertise in Azure DevOps platform components including Boards, Repos, and Pipelines.
- Strong practical knowledge of Vault for secure secrets management.
- Hands-on proficiency with Infrastructure as Code tools like Terraform and Azure Resource Manager, along with scripting skills in Shell.
- Demonstrated leadership skills in effecting cultural transformations, mentoring teams, and managing diverse stakeholders within regulated environments.
- Outstanding capability in producing strategic documentation such as roadmaps, frameworks, and analytical reports.
