About the Role
Assets Group invites applications for an experienced Chief Engineer to oversee all engineering and hard facilities management functions for a prominent, large-scale retail and mixed-use property in Doha, Qatar. This senior leadership position requires ensuring dependable operation, regulatory compliance, efficient performance, and continuous enhancement of all building engineering systems.
Primary Responsibilities
- Direct the operations of hard facilities management and engineering, covering HVAC, mechanical, electrical, plumbing, fire life safety, and building management systems.
- Maintain maximum asset availability, operational reliability, and full statutory adherence throughout the property.
- Supervise preventive planned maintenance (PPM) and reactive maintenance actions, enhancing the reliability and functionality of critical building systems by leveraging computerized maintenance management (CAFM) systems and managing service providers against SLA and KPI metrics.
- Lead compliance related to Qatar Civil Defence Department (QCDD), Ministry of Interior (MOI) regulations, tenant fit-out engineering assessments, BMS and CAFM improvements, cooling tower operations, and asset replacement through capital expenditure programs.
- Coordinate inspections, certifications, audits, and resolution of compliance matters.
- Plan and implement capital projects, engineering upgrades, and asset lifecycle replacement strategies.
- Promote energy efficiency and sustainability measures while optimizing operating expenditures.
- Ensure adherence to relevant government regulations, including Civil Defence and Kahramaa requirements.
- Lead, guide, and mentor both internal engineering staff and outsourced contractors.
- Implement health, safety, and environment (HSE) protocols, permit-to-work systems, and emergency response procedures.
- Support and assess tenant engineering fit-outs and obtain necessary approvals.
Candidate Requirements
- Bachelor's degree in Mechanical, Electrical, or a related Engineering field.
- At least 10 years of progressive leadership experience in engineering and facilities management roles.
- Proven expertise managing large retail, mixed-use, commercial, hospitality, airport, or institutional properties.
- Strong practical knowledge of HVAC, MEP systems, fire life safety, cooling tower operations, BMS, and CAFM platforms.
- Experience managing statutory compliance, obtaining authority approvals, and handling inspections and audits.
- Ability to manage facilities management contractors, monitor KPIs, and ensure high standards of service delivery.
- Skilled in overseeing engineering budgets, capital expenditure projects, and asset lifecycle management.
- Excellent leadership capabilities, stakeholder communication, and analytical problem-solving skills.
- Proficient in English; knowledge of Arabic is a plus.
Preferred Experience
- Background in operating large retail malls and integrated mixed-use developments.
- Experience with Integrated Facilities Management (IFM) providers.
- Management of commercial real estate portfolios.
- Exposure to hospitality sectors and large public venue facilities.
