Job Overview

We are seeking a Procurement Manager based in Riyadh, Saudi Arabia, to lead and oversee the procurement operations ensuring timely sourcing of goods and services with cost-effectiveness and high quality. This role involves shaping procurement strategies, managing supplier relations, negotiating commercial terms, optimizing costs, and ensuring seamless supply continuity across the organization's operations and multiple project sites.

Key Duties

  • Formulate and execute procurement strategies and annual procurement plans aligned with corporate goals and budget constraints.
  • Handle the entire procurement process including purchase requests, quotations, purchase orders, and overseeing delivery progress.
  • Identify, evaluate, negotiate with, and manage suppliers aiming for the best balance of cost, quality, service, and delivery timings.
  • Build and sustain a vetted supplier database and consistently assess supplier performance.
  • Conduct negotiations covering pricing, payment conditions, delivery schedules, warranties, and contractual agreements.
  • Uncover and apply cost reduction and value engineering opportunities.
  • Oversee procurement contracts and purchase orders ensuring adherence to set specifications, budgets, corporate policies, and authorization frameworks.
  • Collaborate closely with departments such as Finance, Warehouse, Operations, Legal, Fleet, and Maintenance for procurement requirements.
  • Track stock needs, lead times, critical supplies, and potential threats to supply chain continuity.
  • Review procurement spending against budgets including commitments and variance analysis.
  • Ensure all procurement proceedings conform to company policies, internal controls, and Saudi Arabia's regulatory requirements.
  • Manage risks associated with procurement including supplier disputes, conflicts of interest, and supply interruptions.
  • Lead the procurement team, defining performance indicators and regularly monitoring their output.

Performance Metrics

  • Achievement of procurement cost savings and sticking to budgets.
  • Efficiency in purchase order processing times.
  • Supplier punctuality and overall supplier performance.
  • Compliance with procurement policies and procedures.
  • Rate of competitive quotations received.
  • Minimization of emergency procurement activities.
  • Availability levels for critical materials.
  • Adherence to contract terms and supplier agreements.
  • Optimized inventory levels.
  • Satisfaction levels of internal customers.

Qualifications and Experience

  • Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Logistics, Finance, or a related discipline.
  • Professional certifications such as CIPS, CPSM, CSCP, or similar are desirable.
  • 8 to 10 years of pertinent experience in procurement or supply chain roles, with at least 3 to 5 years in leadership or supervisory capacity.
  • Expertise in supplier management, contract negotiation, budget handling, and team leadership.
  • Experience working within multi-site or project-driven organizations is an advantage.
  • Background in security, facilities management, logistics, or service industries is beneficial.

  • Effective problem-solving abilities, stakeholder engagement, risk management capabilities.
  • Proficient in ERP systems and advanced Excel functions.

Manages procurement functions within defined authority levels, including negotiating commercial terms, selecting or recommending suppliers, approving purchase orders within limits, and escalating major procurement risks or commercial challenges to senior management.
