About the Role
This position is responsible for managing the entire contract lifecycle related to goods and services for turnaround projects in a cost-efficient and professional way that safeguards company interests. The role involves handling high-value and complex contracts for capital procurement services focused on turnaround activities. The engineer coordinates with senior engineers and multiple trades to ensure seamless execution of turnaround contracting tasks.
Primary Responsibilities
- Develop, monitor, and maintain turnaround project planning, tracking, and control details.
- Collaborate closely with Finance, Commercial, and Supply Chain teams to ensure accurate data in the turnaround management system.
- Review and assess contractors' turnaround plans, procedures, and performance metrics.
- Assist in preparing the company's long-term rolling plan for turnaround capital expenditure in coordination with Finance and other departments.
- Create and maintain a cost database aligned with industry best practices to keep cost data updated and structured appropriately.
- Support the senior contracts engineer by preparing statistical reports and trend analysis to provide the turnaround leadership with status updates and insights.
- Maintain and update turnaround control procedures, ensuring adherence within the section.
- Evaluate and suggest improvements for contracting policies, systems, and processes aimed at streamlining workflows and strengthening controls.
- Analyze scopes of work and determine the most effective tendering and contracting approaches.
- Prepare necessary memos for approvals and initiate procurement processes by consolidating service requirements for turnaround operations.
- Develop long-term contracts for regularly required contracting services to leverage economies of scale.
- Identify potential bidders in coordination with the supply chain, initiate tenders following due approvals, and promote consolidated cost-saving strategies.
- Encourage end-users to draft competitive and cost-effective specifications, applying Zero Base Costing concepts to ensure market-reflective cost estimates.
- Regularly report on cost forecasting trends across turnaround projects and provide early alerts for any cost overruns.
- Conduct expenditure reviews, monitoring, analysis, and reporting for all turnaround-associated spending.
- Prepare monthly progress and accrual reports, quarterly outlooks, and other stakeholder-required documentation.
- Perform variance analysis comparing budget to actuals and offer explanations for management review.
- Coordinate with various internal stakeholders to prepare and track the five-year rolling Capital Turnaround Plan and control associated costs.
- Liaise with accounting to ensure proper classification of expenses (OPEX/Capex) and compliance with pre-turnaround stage procedures.
- Ensure full allocation of expenses into turnaround work orders and verify time writing rates with Planning and Budgeting teams.
- Analyze budget variances and take corrective actions to address over- or underspending.
- Review turnaround cost estimates at different maturity stages for accuracy, completeness, and scope compliance.
- Serve as a subject matter expert on cost engineering and estimating best practices.
- Have working proficiency in SAP Plant Maintenance (PM) and Materials Management (MM) modules.
- Support team development in turnaround planning techniques, scheduling tools, and industry best practices.
Qualifications and Experience
- Bachelor's degree in a relevant field, preferably Mechanical Engineering.
- At least 5 years of demonstrated success in similar roles, ideally within fertilizer manufacturing companies.
- Familiarity with SAP S/4HANA Enterprise Asset Management is advantageous.
