Role Overview

We are looking for a Senior Cost Control Manager to join a significant infrastructure project based in Riyadh, Saudi Arabia. This role entails responsibility for cost control operations, ensuring optimal financial management, resource allocation, and rigorous budget oversight across large-scale construction and infrastructure initiatives.

Key Responsibilities

• Establish and continuously update detailed project budgets aligned with overall objectives.
• Perform in-depth cost analysis and provide systematic cost performance updates to stakeholders.
• Monitor cost trends, interpret data, and forecast expenses relative to budget targets.
• Maintain and manage the Program and Project Cost Breakdown Structure (CBS), including managing version control of any changes.
• Contribute to risk evaluations and aid in formulating financial mitigation plans.
• Develop and revise financial models to project costs and cash flow fluctuations.
• Work collaboratively with diverse teams to ensure deliverables respect budget constraints.
• Deploy and oversee cost control procedures to monitor expenditures and variances.
• Offer expert counsel on cost matters to project leadership and managers.
• Stay updated on local regulatory requirements and best cost engineering practices.
• Support budgeting, cost performance reviews, interpretation, and assist in strategic business planning.

Qualifications and Experience

• Bachelor's degree in Civil Engineering or Quantity Surveying.
• Between 10 to 15 years' expertise in cost engineering and financial reporting within large infrastructure or major construction projects.
• Profound understanding of cost engineering principles, PMO standards, and budget oversight.
• Demonstrated leadership in cost control functions, managing teams and departmental cost responsibilities.
• Experience in recruiting, assessing, and integrating cost control personnel into project teams.
• Strong skills in cost management software, notably Primavera and Excel.
• Advanced abilities in financial modeling, risk evaluations, and contract management.
• Comprehensive knowledge of design review methodologies and their cost implications.
• Acquaintance with regional construction norms and engineering standards specific to Saudi Arabia.
• Familiarity with local laws and regulations governing project cost management.
• Exceptional analytical acuity, meticulous attention to detail, and problem-resolution skills.
• Fluent in English with excellent communication and interpersonal capabilities, adept at engaging with a wide array of stakeholders.
• Able to perform effectively under pressure and meet stringent deadlines in dynamic environments.
